answer text <p>The Department does not hold data on the number of public toilets in England. Whilst the provision of public toilets is a matter for local authorities, we encourage councils to keep these important amenities open. At Budget 2018 the Chancellor announced a 100 per cent business rates relief for public lavatories in England, and the Government will introduce legislation as soon as Parliamentary time allows. In addition the Department recently launched a consultation proposing changes to Building Regulations to create more Changing Places toilets for severely disabled people.</p> more like this

answer text <p>Section 87 of the Public Health Act 1936 gives local authorities the discretionary power to provide public toilets. How this power is exercised is a decision for local authorities; who know what is best for their area.</p><p>The provision of public toilets is one of the basic services that help create good quality public places and they are an important amenity for many people. That is why we are introducing powers through the Local Government Finance Bill to allow local authorities to grant discretionary business rate relief on public toilets that they own and maintain.</p><p>My Department has also worked with the Changing Places Campaign to promote the provision of changing places toilets across the UK, for severely disabled people and those with profound and multiple learning disabilities.</p><p> </p> more like this

answer text <p>Part M of the Building Regulations requires that reasonable provision is made for accessible toilets in buildings other than dwellings, where relevant types of building work are undertaken (typically the erection, extension or alteration of a building). Statutory guidance as to how that requirement can be met is contained in <em>Approved Document M (Access to and use of buildings</em>) <em>Volume 2: Buildings other than dwellings</em>. Section 5 of the Approved Document provides detailed guidance on suitable toilet and sanitary accommodation. Government has no current plans to amend these requirements, but will keep guidance on toilet provision under review.</p><p>For existing public and commercial buildings, the Equality Act 2010 places duties on building owners, employers and business operators to put in place suitable management practices and to make reasonable adjustments to physical features of buildings in order to ensure that disabled people are not placed at a disadvantage when compared to a non-disabled person. This includes consideration of the nature and availability of toilet provision.</p>
