The provision of crossings is the responsibility of local traffic authorities who do not have to seek approval or notify the Secretary of State when installing them. The Department does not intervene in local matters such as this or monitor compliance with the guidance, which is non-statutory.</p><p> </p><p>The Department is currently revising its guidance on pedestrian crossings in light of the revisions to the Traffic Signs Regulations and General Directions that came into force in April 2016. answer	answer is ministerial correction date of answer 01/07/2016 answer text <p>Local Transport Note 2/95 provides advice to local authorities on calculating timings for crossings.</p><p> </p><p>The design walking speed of 1.2m/s used in the guidance covers 85% of the population. It is generally felt that this allows enough time for pedestrians to cross, and is long enough to accommodate people that walk more slowly. Where a crossing might be used by a large number of older people or those with mobility issues, for example outside residential care homes, we recommend that this should be taken into account when setting timings. While the Department provides advice on designing crossings, decisions on what type to provide are for local authorities to make, taking into account local circumstances such as road layout, pedestrian numbers and traffic speeds.</p><p>This will remain the case when the revision of the Traffic Signs Regulations and General Directions (TSRGD) comes into force, planned for Spring this year. However, I would note that Pelican crossings are not included in the new TSRGD, meaning that it will not be possible to install any new ones after the new regulations come into force. This includes decisions on location and type of crossing, which will take into account local factors such as road layout, traffic speed and volume, and pedestrian flow.</p><br /><p>The Department gives advice on assessing and designing pedestrian crossings in two Local Transport Notes (LTNs), LTN 1/95: The Assessment of Pedestrian Crossings and LTN 2/95: The Design of Pedestrian Crossings.
