This includes the 2014 kidnapping of the Chibok schoolgirls, around 90 of whom are understood still to be missing. At the second UK-Nigeria Security and Defence Partnership (SDP) dialogue in February, the UK strengthened its commitment to providing mentoring and capacity building support to agencies tackling the threat of kidnap within Nigeria. Through this partnership, the UK National Crime Agency (NCA) is working with Nigeria to create a Multi-Agency Kidnap Fusion Cell (MAKFC). At the latest UK-Nigeria Security and Defence Partnership (SDP) dialogue in February, we strengthened our commitment to providing mentoring and capacity-building support to agencies tackling the threat of kidnap within Nigeria. As part of this partnership, the UK National Crime Agency is working with Nigeria to create a Multi-Agency Kidnap Fusion Cell to increase interoperability between security and justice agencies responding to kidnaps. I [Minister Mitchell] discussed this challenge with Nigeria's leading presidential candidates in December and January. This included a discussion about insecurity with the now president-elect, who was joined by the incumbent Governor of Kaduna. To address kidnappings and their impact on Nigeria's ability to fulfil its constitutional commitment to Freedom of Religion or Belief, our UK-Nigeria Security and Defence Partnership includes training to develop the Nigerian police and military forces' anti-kidnap capacity. However, we are aware that several thousand kidnap for ransom cases are reported each year.</p><p>Through our Security and Defence Partnership, the UK is helping Nigeria build its capacity to respond to kidnaps. We continue to raise attacks on schools with the Government of Nigeria, and the Government of Nigeria has provided assurances that it is making every effort to secure the release of all those still held captive.</p><p>The UK is working with Nigeria through our security and defence partnership to help build capacity to respond to kidnaps. We have provided mentoring and capacity-building support to Nigerian Police Force units to improve their anti-kidnap capacity, to help reduce harm to victims, and to hold those responsible to account. During her recent visit to Nigeria, the Minister for Africa, Latin America and the Caribbean raised rising insecurity and its impact on the Nigerian people in meetings with the Vice President and Foreign Minister, and reiterated the UK's commitment to work with Nigeria to address violence, protect human rights, and promote dialogue and respect between different ethnic and religious communities. answer	answer is ministerial correction date of answer 20/04/2021 answer text <p>We are deeply concerned by the kidnapping and continued captivity of schoolchildren by Boko Haram (BH) and Islamic State West Africa (ISWA) in North East Nigeria. Schoolgirl Leah Sharibu, who was abducted by ISWA in 2018, and a number of the Chibok schoolgirls, abducted by BH in 2014, are among those still missing. The British High Commission continues to raise these cases with the Nigerian Government, most recently in March 2021.</p><p>We are also concerned by the recent attacks on schools in Zamfara, Niger, Kaduna and Katsina States, conducted by criminal groups. I publicly condemned these attacks and stressed the importance of all children being able to access an education without fear. The UK Deputy National Security Advisor discussed the abduction of Nigerian schoolboys in Kankara in Katsina State with the President's Chief of Staff, Ibrahim Gambari, on 15 December 2020. Our High Commissioner in Abuja spoke to the Inspector General of the Nigerian Police on improving school safety and addressing kidnapping in March 2021. Abductions of Nigerian schoolchildren are abhorrent and must stop. We welcome the news that they were released on 17 December. Following the attack, I publicly stressed that schoolchildren need to be protected and that all children should be able to access education without fear.</p><p>The UK provides a comprehensive package of stabilisation, development and humanitarian assistance to support communities in Northern Nigeria. Through the Education in Emergencies programme, we help fund the education of children affected by conflict. This includes supporting schools and communities to create conflict risk reduction plans to help protect children in schools. Since 2018, we have supported over 200,000 children in the North East to receive an education. We continue to advocate for the protection of children and schools across Nigeria. answer	answer is ministerial correction date of answer 18/11/2020 answer text <p>The Countering Organised Crime and Corruption programme in Nigeria provides mentoring and capacity building for units of the Nigerian Police Force to improve border security and anti-kidnap capacity, and respond to organised crime groups in Nigeria. The anti-kidnap capacity building features training for Anti-Kidnap Senior Investigation Officers that meets international standards and embeds human rights compliance including on digital forensics handling to enhance evidence collection and negotiation skills for female officers. This helps anti-kidnap coordination units reduce the harm to kidnap victims by seeking to reduce the longevity of capture and hold those responsible to account. The programme also provides mentoring to officers of the Nigerian National Agency for the Prohibition in Trafficking of Persons to help them counter the trafficking of women and girls. Kidnappings have increased in recent years in Nigeria so this work remains vital in helping to tackle the threat. Effectively tackling and reducing organised crime in Nigeria, including kidnaps, will improve domestic and international confidence, and support increased trade and investment in Nigeria, improving Nigeria's potential to achieve long-term sustainable economic growth.</p><p>This specific programme is designed to help counter criminal, rather than terrorist, activity. The Government has offered and provided separate support in response to the abduction of people by terrorist groups such as Boko Haram and Islamic State West Africa (ISWA), including Leah Sharibu. Following the attack on Leah's school in Dapchi, the then Foreign Secretary spoke to the Nigerian Vice President to offer UK assistance in the recovery of the missing girls. The UK Government has repeatedly called for the release of all those abducted by Boko Haram and ISWA, including Leah Sharibu, and remains committed to supporting the Nigerian Government to secure their release. The Prime Minister's former Special Envoy for Freedom of Religion or Belief met Leah's mother in February and reaffirmed the UK Government's support to Nigerian Government efforts to tackle terrorism. In March, the Minister for Africa reiterated to Parliament the UK Government's condemnation of all attacks by terrorist groups in North East Nigeria.
