We continue to monitor the abuse of migrants and refugees in Libya and the inhumane conditions in detention centres. The UK supported the mandate for the Independent Fact-Finding Mission on Libya to asses human rights abuses, including violations in detention centres. We continue to urge the interim Government of National Unity to take steps to end the exploitation and abuse of migrants and to implement a better functioning system that respects human rights. answer	answer is ministerial correction date of answer 17/12/2018 answer text <p>The UK government and the EU Regional Emergency Trust Fund for Africa do not fund or part-fund migrant detention centres in Libya or have any involvement in the day-to-day running of them. These centres are the responsibility of the Libyan authorities. answer	answer is ministerial correction date of answer 27/11/2018 answer text <p>The UK remains concerned by the conditions faced by migrants in Libyan detention centres. We have consistently raised this issue with the Government of National Accord, including during a recent visit by the International Development Secretary. The UK continues to provide humanitarian support to vulnerable refugees and migrants in Libya, including through over £5m of funding for UN agencies and non-governmental organisations. UK assistance to the Libyan Coastguard has been delivered through financial contributions and the provision of two military training teams to Operation Sophia’s (the EU Naval Operation set up in response to the Mediterranean Migration Crisis) Coastguard Training Task. This training aims to equip the Libyan Coastguard with the skills required to manage search and rescue and conduct counter smuggling/trafficking activities properly, whilst respecting human rights. The training also includes sessions on seamanship. As part of the Department for International Development’s £75 million migration programme working along the Central Mediterranean route, up to £5 million will be allocated to humanitarian assistance and protection for migrants and refugees in Libya. Alongside this, we continue to help fund the European Union Trust Fund, which works in a number of countries, including Libya, where it focuses on improving conditions for migrants in detention centres. Alongside this the UK has also committed to increase efforts to tackle smuggling and trafficking by building the capacity of Libyan law enforcement agencies, and taking steps to hold those responsible to account. answer	answer is ministerial correction date of answer 08/03/2017 answer text <p>Despite the temporary evacuation of all UN agencies and most international Non-Governmental Organisations from Libya in 2014, the United Nations High Commissioner for Refugees (UNHCR) Libya maintained a local staff presence in Tripoli and Benghazi to support and monitor their programmes. UNHCR Libya international staff continue to operate remotely from Tunisia. The International Organisation for Migration have also maintained an operational presence through local staff in Libya, with international staff based in Tunis. answer	answer is ministerial correction date of answer 08/03/2017 answer text <p>The 13 December 2016 joint report by the UN Support Mission in Libya (UNSMIL) and the Office of the UN High Commissioner for Human Rights (UNHCR) notes that between 4000 and 7000 migrants and refugees are held in detention centres in Libya, representing 2-3% of the total estimated migrant population.
