answer text <p>All major infrastructure projects are required to follow the HMT five-case model as outlined in the business case guidance for projects and programmes. The Department for Transport uses a Value for Money Framework to inform its investment decisions.</p><p> </p><p>The Oakervee Review of HS2 commissioned Oxera to carry out sensitivity analysis on the business case for HS2. The outcome of the Oxera analysis is set out in the published Oakervee Review.</p> more like this

answer text <p>The economic assessment of the decision to proceed with building HS2 between Euston and Birmingham Curzon Street was set out in the Accounting Officer Assessment published by the Department on 5 October 2023. answer text <p>The latest assessment of the BCR for Phases One, 2a and 2b (Crewe to Manchester) of the HS2 network was published in June 2022. This assessment concluded that the scheme delivers positive value for money to the taxpayer with a BCR above 1.</p><p>The Government intends to provide a full response to the Transport Select Committee’s report by March 2023 and to continue providing updated economic assessments of HS2 at key decision points for the programme, as it has done to date.</p> more like this
