answer text <p>HS2 Ltd is required to ensure that its construction plans are within the scope of the powers granted by the High Speed Rail (London-West Midlands) Act 2017 (which incorporates the five Additional Provisions) and comply with the Environmental Minimum Requirements, Protective Provisions Agreements and the Register of Undertakings and Assurances.</p><p> </p><p>Any construction works that go beyond the scope of the Act’s provisions would need to be agreed by the Department and HS2 Ltd would need to obtain the appropriate planning and environmental consents.</p> more like this

answer text <p>HS2 Ltd has awarded contracts that include design covering Phase 1 Main Works Civils and Phase 1 stations, and will award other contracts in due course. In all cases HS2 Ltd are seeking to ensure maximum value for money for the UK taxpayer and releasing detailing information regarding the cost estimates for these contracts may put HS2 Ltd at a commercial disadvantage and consequently it is not appropriate to release this information.</p><p> </p><p>We are committed to delivering Phase 1 within the total funding envelope of £27.18bn (in 2015 prices).</p> more like this

answer text <p>Delivery of HS2 is being taken forward on the basis of public funding by HM Treasury. A long-term funding envelope of £55.7bn (2015 prices) was set out in Spending Review 2015, of which £27.18bn is allocated to Phase 1.</p><p> </p><p>We will continue to explore opportunities for private financing, where this offers value for money to the taxpayer.</p><p> </p> more like this

answer text <p>The design of HS2 has sought to minimise disruption to the conventional rail network during construction. While the majority of construction works will not affect the existing railway, ‘possessions’ will be needed so that works on or near the existing railway can be done safely.</p><p> </p><p>As many as possible of these works will be undertaken at night and weekend maintenance periods so as to minimise disruption to passenger and freight services. However, for certain major HS2 works that cannot be accommodated within these maintenance periods, possessions of a longer duration will be required.</p><p> </p><p>Possessions will be booked by or through Network Rail (NR) in accordance with standard industry processes and will be planned to minimise disruption. In planning engineering works HS2 Ltd and NR will work with train operators and freight operators to make sure there are suitable alternative route and travel options available.</p><p> </p><p>The possessions planning process includes consultation with the wider railway industry, including operators and users, to ensure that the relevant information is provided, that the possessions are considered in the context of wider railway operations, and that appropriate mitigation measures are put in place. Where compensation is due for the impacts of possessions on operators, it is anticipated such compensation will be provided in accordance with standard industry processes.</p><p> </p><p>We continue to work with HS2 and other organisations to reduce the impact of works.</p>
