answer	answer is ministerial correction date of answer 10/09/2014 answer text <p> </p><p>The Prescribed Specialised Services Advisory Group (PSSAG) is a Department of Health expert committee which provides advice to Ministers on which services should be prescribed in regulations for national commissioning by the NHS Commissioning Board (NHS England).</p><p> </p><p> </p><p> </p><p>PSSAG makes recommendations to Ministers, who are obliged under section 3B of the National Health Service Act 2006 to take appropriate advice and to consult with NHS England before making regulations to prescribe particular services as specialised services for NHS England commissioning. Decisions on the timing of any changes to commissioning responsibilities will take account of advice from PSSAG and any consultation response from NHS England.</p><p> </p><p> </p><p> </p><p>Where a service is prescribed for national commissioning, NHS England becomes responsible for making decisions on the commissioning of that service, including funding of specific interventions as part of that service. We understand from NHS England that where it becomes the responsible commissioner for a service, it considers the funding priority of the service through its Clinical Priorities Advisory Group.</p><p> </p><p> </p><p> </p><p>We understand the Alpha 1 Alliance has worked with NHS England and the Specialised Respiratory Clinical Reference Group to develop a proposal for the national commissioning of services for patients with alpha 1-antitrypsin deficiency, which will be put to PSSAG for consideration at its next meeting on 30 September. To engage stakeholders with the consultation, Monitor and NHS England undertook the following activity:</p><p> </p><p> </p><p> </p><p>- the consultation was published on Monitor and NHS England’s website;</p><p> </p><p> </p><p> </p><p>- the consultation was sent to commissioners via NHS England’s July bulletin;</p><p> </p><p>- to seek feedback, Monitor directly emailed the sector announcing the consultation, this included; patient groups, commissioners, care providers, professional organisations, clinical groups and other relevant national bodies;</p><p> </p><p>- Monitor and NHS England held workshops in Birmingham, Leeds and London, covering acute and mental health care;</p><p> </p><p>- Monitor and NHS England held a selection of webinars, providing an opportunity for participants to ask questions;</p><p> </p><p>- Monitor carried out social media work, via Twitter and LinkedIn, interacting with Monitor’s digital content relating to the consultation and engagement work; and</p><p>- a press release by Monitor and NHS England was issued to all national and healthcare trade broadcast, print and online media outlets resulting in coverage in Health Service Journal, National Health Executive and Commissioning Review. Approximately 500 responses to the consultation were received. answer	answer is ministerial correction date of answer 29/07/2014 answer text <p>Information on the various urgent and emergency care services that operate in England is available on the NHS Choices website to help patients and the public make good choices about what type of facility may best suit their needs. This is supported by a “Find Urgent Care services” portal which allows users to enter a postcode and obtain directions to their nearest facility.</p><p> </p><p>More broadly, NHS England is currently conducting a review into urgent and emergency care services in England. The Urgent and Emergency Care Review aims to reduce pressure on accident and emergency (A&amp;E) by delivering a system that enables more patients to be treated outside of hospital.</p><p> </p><p>The end of first stage Report on the Review, published in November 2013, recognised the need to deliver highly responsive urgent care services outside of hospital so people no longer choose to queue in A&amp;E. The Review further recognised that there are a range of urgent care services currently open including ‘walk-in centres’, ‘minor injury units’, ‘urgent care centres’ and other similarly named facilities that all offer slightly different services, at slightly different times, in different places.</p><p> </p><p>In response to this, the Review proposed to support the co-location of community-based urgent care services in coordinated urgent care centres. These will be locally specified to meet local need, but should consistently use the “urgent care centre” name, to replace the multitude of terms that are available at present. Urgent care centres may provide access to walk-in minor illness and minor injury services, and will be part of the wider community primary care service including out-of–hours general practitioner services.</p><p> </p><p>Since November last year, the Review team at NHS England has been working collaboratively with a wide range of stakeholders from across the system to work out</p><p> </p><p> </p><p> </p><p> </p><p> </p><p>the practicalities for delivering this change, to ensure that all urgent care centres are able to provide access to a broad range of physical and mental illness and injury</p><p>care, for both adults and children. The Review, led by Professor Sir Bruce Keogh, aims to help build an improved, safer and more sustainable system for the future.</p><p> </p><p>The end of first stage Report on the Review, published in November 2013, set out NHS England’s vision for the future delivery of urgent and emergency care, but recognised that this vision will take three to five years to implement the transformational change proposed.</p><p> </p><p>Since November last year, the Review team at NHS England has been working collaboratively with a wide range of stakeholders from across the system to work out the practicalities for delivering the transformational change required. answer	answer is ministerial correction date of answer 22/07/2014 answer text <p>Reducing health inequalities is a Government priority, shown by our introduction of the first-ever set of health inequalities duties in the 2012 Health and Social Care Act.</p><p> </p><p>Public health has a key role to play in reducing health inequalities across the whole population through ill health prevention and helping reduce premature, avoidable mortality. We transferred responsibility for improving public health from the National Health Service to local government to bring greater effectiveness and innovation in responding to local health needs. We provided local government with a ring-fenced grant of £5.36 billion.</p><p> </p><p>At local level, Directors of Public Health will champion these health needs and work with local government, NHS colleagues and other sectors to address them.</p><p> </p><p>We established Public Health England (PHE) to provide leadership, and to protect and improve the public’s health and wellbeing and reduce health inequalities. It supports action on health inequalities at local and national level by promoting good practice and building on the evidence of ‘what works.’</p><p> </p><p>We have recently published <em>Living Well for Longer</em> (April 2014) which provides national support for local action on reducing premature mortality.
