answer text <p>This Government takes fuel poverty extremely seriously. The Government will invest an extra £6.6 billion over this Parliament in clean heat and energy efficiency through the Warm Homes Plan, upgrading five million homes through solutions like low carbon heating and improved insulation to reduce emissions and cut bills.</p><p><strong> </strong></p><p>The Household Support Fund is being extended for a further 6 months, from 1 October 2024 until 31 March 2025.  An additional £500 million will be provided to enable the extension of the HSF, including funding for the Devolved Administrations through the Barnett formula to be spent at their discretion.</p><p><strong> </strong></p> more like this

answer text <p>The Government is committed to supporting households with the cost of energy this winter, and we are continuing to deliver the Warm Home Discount which provides a £150 rebate off energy bills for eligible low-income households.</p><p> </p><p>The setting of prices for customers on a prepayment meter or on a fixed contract is a commercial matter for energy suppliers. The Ofgem price cap for the period 1 October 2024 to 31 December was published in August, and the price cap level for prepayment meter customers is £1,669 compared to the level set for direct debit customers which is £1,717 for an average household.</p><p> </p><p>I have also outlined our expectation to energy suppliers that they should do everything they can to support customers who are struggling with their bills, especially vulnerable consumers. Last month I met with energy suppliers and encouraged them to sign up to the Voluntary Debt Commitment for this winter, and I will work closely with them in the weeks ahead to ensure vulnerable consumers are supported through this winter.</p>

answer text <p>Government energy efficiency schemes prioritise measures that have beneficial long-term effects on lowering bills and making homes more comfortable and affordable to live in, within the scope of the Standard Assessment Procedure model. The Government is currently developing the Home Energy Model which will replace the Standard Assessment Procedure (SAP).</p><p> </p><p>The current Energy Company Obligation schemes require eligible measures to result in a reduction in the cost of heating a consumer’s home. There are mechanisms for new measures to be eligible where they meet this and other scheme requirements. The potential impact of new measures on energy bill savings for low-income households would have to be assessed in relation to the specific new measures selected.</p> more like this

answer text <p>Fuel Poverty is a devolved matter and the Department has responsibility for England.</p><p> </p><p>The share of households in fuel poverty in England has reduced from 22% in 2010 to 13% in 2023, with energy efficiency being the key driver.</p><p> </p><p>Other support includes the Warm Home Discount scheme which provides low-income and vulnerable households with a £150 rebate off their winter energy bill, which it is estimated took 248,000 English households out of fuel poverty in 2023.</p><p> </p><p>The department is currently reviewing the 2021 fuel poverty strategy and is engaging with key stakeholders as part of this process.</p> more like this

answer text <p>As part of the review of the Fuel Poverty Strategy, Government will assess how the vulnerability principle has been implemented since 2021 and whether any amendments are needed for an updated Fuel Poverty strategy including for households where an occupant has a disability. Government has a statutory duty to consult relevant stakeholders before publishing an updated version of the Fuel Poverty Strategy. Government intends to seek views from a range of stakeholders, including disabilities charities. I have previously met with Scope, among other organisations, as part of an initial roundtable on reviewing the strategy.</p> more like this
