answer text <p>The Climate Change Act requires the UK to reduce it emissions by at least 80% by 2050 and the recently set fifth carbon budget requires us to reduce our emissions in 2032 by 57%.</p><p> </p><p>Meeting these targets will require changes to the UK’s energy mix and other sectors. The Clean Growth Strategy sets out one possible pathway to meeting our fifth carbon budget, and three illustrative pathways to 2050.</p> more like this

answer text <p>The Capacity Market is at the heart of the Government’s plans for a reliable, flexible electricity system. It will secure the capacity required to meet peak demand in a range of scenarios through auctions held four- and one-year ahead of delivery.</p><p>The design of the Capacity Market drives fierce competition. Existing and new resources, of all technology types which are not in receipt of another subsidy, compete together. A mix of new-build projects came through in the last main capacity auction in December 2016, with significant innovation such as demand-side response and battery storage winning agreements alongside more traditional gas generation projects.</p><p>Other measures being taken to broaden the UK’s electricity generation base are the deployment of new nuclear generation (starting with Hinkley Point C).</p><p>In September, we announced the results of the second Contracts for Difference auction round which secured an additional 3.2 Giga Watts of new offshore wind capacity to be built in the early 2020’s.</p><p>Building on this, we announced our Clean Growth Strategy in October, where we committed a further £557 million for future Contracts for Difference allocation rounds with the next auction planned for Spring 2019.</p>

answer text <p>The Department provides around £1m funding a year for the Big Energy Saving Network. This is a joint programme, run with National Energy Action, to fund and train energy champions from third sector organisations and community groups who help vulnerable energy consumers in Great Britain switch and save money on their energy bills.</p><p>Energy champions are appointed following a rigorous assessment process. We also consider the geographic spread of grants to be awarded to ensure that we have champions across all regions of Great Britain. answer text <p>Local action by communities, by local businesses and by local authorities has a significant role to play in raising awareness of renewable energy and energy efficiency. We have and continue to support local organisations and groups not only to provide advice but also to lead action on these issues locally.</p><p>This Government is committed to empowering communities and these projects, which put local people in the driving seat, are an important part of a clean, secure and affordable energy system. BEIS provides the Energy Saving Advice Service covering England and Wales. In 2016, over 15,000 callers were referred to local authority energy efficiency schemes or initiatives.</p><p>Since 2013, the UK Government has committed over £16m to support community energy, including the Rural Community Energy Fund which continues to offer support and feasibility and development finance for community-scale renewable energy projects in England. The generation of renewable energy by small businesses, schools, charities and households also remains eligible for payments through the Renewable Heat Incentive (RHI) and Feed-in Tariff (FIT) scheme.</p><p>This Government sees local energy, of which community energy is a key part, as an important part of a wider local energy ecosystem; with cities, municipalities and local partners driving this agenda. As such we have already committed funding to identify and overcome local barriers to delivery in the short term while we understand the contribution and importance of this sector to the delivery of both the Industrial Strategy and the Clean Growth Strategy.</p>

answer text <ul><li>The UK Government recognises the specific risks faced by religious minorities in Iraq and Syria, including those who have suffered so horrifically at the hands of Daesh. We are aware of reports that fear of persecution or discrimination in camps may be deterring some people from using them, and are in close touch with our partners involved in the management of camps and the delivery of services within them, including UN agencies. They have clear guidelines, mechanisms and accountability frameworks in place to prevent discrimination by their own staff or those of their partners. DFID takes any allegations that these are not being applied effectively very seriously, and stands ready to follow up specific allegations with the partners concerned.</li></ul><p> </p><ul><li>The security of the camps and all those living in them is the responsibility of the appropriate civil authorities (e.g. in Iraq, it lies with the Government of Iraq) and is monitored by independent humanitarian actors such as UNHCR. UK officials stand ready to report any specific allegations of persecution or violence against religious minorities within the camps to those authorities. The Government is concerned about Daesh infiltration inside camps. In Iraq the Iraqi authorities carry out screening of those entering camps in order to seek to prevent such infiltration. UN agencies have set up grievance mechanisms that allow any minority member to anonymously report abuse, persecution or discrimination; these can also be used to report on suspected extremist activity.</li></ul><p> </p><ul><li>DFID’s funding for Iraq is targeted towards those who are most in need including vulnerable people from minority communities such as Yazidis and Christians. It is delivered in line with the 2017 Humanitarian Response Plan (HRP) for the whole of Iraq, which is based on comprehensive needs assessments carried out by a wide range of partners. The humanitarian principles of neutrality and impartiality aim to ensure that no one is excluded or discriminated against on the grounds of race, ethnicity, or religion, that the specific risks facing minorities are addressed and that assistance reaches those who need it most. In the difficult environments in Syria and Iraq, where access to vulnerable people is often very challenging especially as some actors such as Daesh and the Assad regime deliberately prevent humanitarian access, DFID regularly challenges our partners to demonstrate that they are doing all they can to meet the needs the most vulnerable people, including those from religious minorities. We welcome information from all sources to help us to hold them to account.</li></ul><p> </p><ul><li>DFID is not aware of scheduled meetings in 2015 with Christian representatives in Iraq that officials did not attend, but DFID officials regularly meet with representatives of Iraqi Christian and Yezidi communities. DFID Ministers have also met representatives of these communities.</li></ul><p> </p><ul><li>DFID has received Dr Russell Blacker’s correspondence and has responded suggesting a meeting is organised with Dr Blacker, Lord Bates and Mr Burt to discuss together.</li></ul>
