answer text <p>National Grid Electricity System Operator collects transmission charges from network users to recover the cost of installing and maintaining the transmission system in Great Britain and the offshore electricity network infrastructure. These include a locational element to reflect network use as part of the requirement for cost reflective network charges.</p><p> </p><p>Individual Contracts for Difference bidders will determine their bid prices based on their own assessment of expected costs and revenues. The price paid to each successful bidder is based on the clearing price of a competitive auction.</p><p> </p><p>However, the Department does set the maximum strike price each technology can receive (the Administrative Strike Price), which takes into account a broad range of factors. This incorporates our latest view of transmission charges, estimated for pipeline projects where possible using tariffs and network charging assumptions for each location (provided by National Grid).</p> more like this

answer text <p>As announced by my Rt. Hon. Friend the Prime Minister in October 2020, the next Contracts for Difference (CfD) auction round (Allocation Round 4) is due to open in late 2021. Preparations for the round are ongoing, and we will publish the timetable for the round later this year.</p><p> </p><p>The Government is eager to deliver supply chain investment from CfD contracts. The public consultation on proposals to strengthen Supply Chain Plan policy has now closed. A Government response will be published in due course.</p><p> </p><p>These measures sit alongside the Prime Minister’s announcement on £160 million of new funding towards investment to upgrade ports and infrastructure and long-term ambitions to increase renewable energy capacity, which, together, will support new UK content, jobs and investment.</p> more like this

answer text <p>The Government recently ran a Call for Evidence inviting views on the scope for marine technologies across the UK. This concluded on 30th September 2020 and we are currently reviewing the responses received. Wave and tidal stream projects remain eligible to compete in pot 2 for Contracts for Difference auctions. We will publish specific allocation round parameters in advance of the next auction; typically, five to six months in advance. answer text <p>The Energy White Paper has affordability at its heart and includes measures we are bringing forward to keep bills affordable. As set out in the Energy White Paper, the average household dual fuel bill in 2019 was similar to 2010. However, the underlying costs have changed. Over the past decade, electricity prices have risen because of policy and network costs, while gas prices have fluctuated, reflecting movements in the wholesale gas price. However, consumers have used less energy, which has balanced out the cost increase. Based on the policies in the Energy White Paper, we estimate that household dual fuel bills will be, on average, broadly similar in both 2025 and 2030 to 2019.</p><p> </p><p>We see improving the energy efficiency of homes as the best long-term solution to reduce energy bills and tackle fuel poverty. The Energy Company Obligation, worth £640m per year, is focused on low-income and vulnerable households. The Green Homes Grant, launched in September 2020, is a £2 billion programme which will help improve the energy efficiency of homes in England. Of the £2 billion, 500 million is allocated to the Local Authority Delivery scheme which is specifically aimed at low income, vulnerable and fuel poor households.</p><p> </p><p>In addition to the available funding to support low-income households with improving the energy efficiency of their homes, we recognise that some households may need more immediate support and so also assist with energy bills for low income and vulnerable consumers through the Warm Homes Discount, Winter Fuel Payments and Cold Weather Payments.</p>

The ability for our industries to be able to compete across Europe and globally is a priority for this Government.</p><p> </p><p>Our aim is to work with the steel sector and help them to reduce carbon emissions. We will continue to support the steel sector in achieving these aims through the various funds available such as the Industrial Energy Transformation Fund and Clean Steel Fund.</p><p> </p><p>We estimate that reduction in the various renewable costs for eligible energy intensive industries, including steel, will save them around £400m a year in electricity costs. We have also extended the schemes to compensate certain energy intensive industries for indirect emission cost to the end of the next financial year in order to minimise disruption to existing recipients whilst we conduct a review. Between 2013 and 2019, total compensation paid to the steel sector was over £480m.</p>
