answer text <p>Rental e-scooter trials were launched in July 2020 across England. The Department for Transport commissioned an independent evaluation of the e-scooter trials, covering data up to December 2021. The evaluation examines how and why rental e-scooters are used, and by whom, as well as safety, mode shift, environmental and wider social impacts.</p><p> </p><p>The Department published the findings report of the national evaluation of e-scooter rental trials in England on 15 December 2022.</p><p>The findings have already been used to inform updates in guidance and regulation of the e-scooter trials and will continue to be used to inform policy development. These include:</p><ul><li>mandatory unique identification numbers for all rental e-scooters, to allow members of the public to differentiate trial from non-trial e-scooters; and</li><li>increased guidance and encouragement for operators to provide helmets and incentivise their use.</li></ul><p>The Government plans to introduce legislation for private and rental e-scooter use when parliamentary time allows and will consult on regulations in due course.</p>

answer text <p>Enforcement of road traffic law, including on the use of private e-scooters in Hampshire and nationally, is an operational matter for the police to determine in conjunction with local policing plans. The force’s Chief Officer will decide how to deploy available resources, taking into account any specific local problems and demands.</p><p>The Government is working with the National Police Chiefs Council (NPCC) to explore options to reduce illegal e-scooter use. The Government will continue to support the police to ensure they have the tools needed to enforce road traffic legislation, including those relating to private e-scooters.</p> more like this

answer text <p>The Home Office does not collect data on vehicle stops (i.e. stops made under section 163).</p><p>The Home Office collects and publishes information on the number of fixed penalty notices and other outcomes for motoring offences as part of the annual <a href="https://www.gov.uk/government/statistics/police-powers-and-procedures-other-pace-powers-england-and-wales-year-ending-31-march-2022" target="_blank">‘Police Powers and Procedures: Other PACE’</a> publication.</p><p>However, data is not collected on the type of vehicle (including e-scooters) for which the FPN or any other outcome is issued.</p><p>Information that is recorded by the police that is not a requirement under the Annual Data Requirement is an operational matter for forces and a decision for Chief Constables to make.</p> more like this

The Department for Transport commissioned an independent evaluation of the e-scooter trials, covering data up to December 2021. The evaluation examines how and why rental e-scooters are used, and by whom, as well as safety, mode shift, environmental and wider social impacts.</p><p> </p><p>From the key findings, the majority of residents saw the introduction of e-scooters in their area as positive. Some members of the public raised concerns about the behaviour displayed by riders, with pavement riding causing particular concern among pedestrians with mobility issues and blind or partially sighted individuals.</p><p> </p><p>The findings have already been used to inform updates in guidance and regulation of the e-scooter trials and will continue to be used to inform future e-scooter policy. The Department will continue to engage with a range of stakeholders representing the needs of blind and visually impaired people, including through a public consultation, before any new arrangements come into force.</p>

answer text <p>The Department has put in place measures to improve safety for disabled people and people with sight loss, such as requiring ​all e-scooters in trials to have a bell or a horn so that they are audible. In addition, some operators in trial areas are testing Acoustic Vehicle Alerting Systems (AVASs). These systems generate sound for electric vehicles to improve the safety of vulnerable road users. I recently visited UCL’s PEARL (Person-Environment-Activity Research Laboratory) where e-scooter AVAS testing is taking place, to learn more about the potential merits of this technology.</p><p> </p><p>The Department will continue to work directly with groups representing individuals who are visually impaired, to review options for regulations; and it will consult publicly before any new arrangements come into force.</p> more like this

answer text <p><strong> </strong></p><p>The Departments most recent figure shows that 28,608 rental e-scooters were available to operate legally as of the end of November 2022. This figure relates only to e-scooters operating as part of the e-scooter trials in England and is not representative of the UK as a whole. In 2021 and 2020 combined, just under 1 million e-scooters were imported into the UK, according to UK trade data. There are currently no import figures available from the year 2022. It is not known how many of these e-scooters are being operated legally, on private land or as part of the trials, and illegally, on public land and roads.</p><p> </p><p>The provisional estimate of the number of injury collisions reported to the police in England involving an e-scooter was 1,304 in the year to end June 2022, the most recent 12 month period for which figures are available. Information on helmet wearing by e-scooter users is not collected.</p><p> </p> more like this
