answer text <p>The Government is committed to strengthening our democracy, upholding the integrity of elections and encouraging wide participation in the democratic process.</p><p>We will tackle the unacceptable participation gap in our democracy by taking action to improve rates of electoral registration, and encourage engagement by young people by legislating to give 16- and 17-year-olds the right to vote in all elections in due course.</p><p>The Government also recognises the threat posed by malign actors who seek to interfere in UK elections by hiding the true source of funding behind political donations. We will therefore act to strengthen protections against foreign interference in our political finance framework.</p><p>The Government will work with the electoral sector, devolved and local government, and other stakeholders (including the Parliamentary Parties Panel) to raise participation and make the electoral system more effective. Any changes to electoral law will require careful consideration and consultation, including a review of the General Election by the Electoral Commission.</p>

answer text <p>The Electoral Commission provides expert advice and guidance to help electoral administrators, political parties and campaigners, and candidates and agents to understand and comply with electoral law.</p><p>Its guidance is developed in consultation with the electoral community, and is informed by ongoing discussions with electoral administrators and parties and campaigners, including through the Political Parties Panels. The Commission also gethers feedback from stakeholders following elections, to inform its approach to future polls.</p><p>The Commission's guidance is published on its website, which has been subject to user-testing to ensure accessibility and recently redesigned to make finding information easier.</p><p>The Commission also provides information to voters to enable them to participate in the democratic process with confidence, including through public awareness campaigns. These are tested with members of the public and third-party organisations to ensure they work effectively for audiences before they are launched.</p>

answer text <p>Democracy should not be cancelled because of covid. As outlined in my Written Ministerial Statement of 8 February 2021 (HLWS766), the Government has confirmed that the set of council, mayor and Police and Crime Commissioner elections scheduled for May will go ahead, and made a firm commitment that the Government will support the sector to deliver them.</p><p> </p><p>The Government has published a Delivery Plan for the May elections, setting out how the Government will support local elections teams to deliver effective polls that are covid-secure for voters and staff. The Medical Officers advised Ministers in drawing up this delivery plan. The Government has committed to further engage with political parties through the Parliamentary Parties Panel and the Local Government Association; we are committed to ensuring we take into consideration the views of independent candidates as effectively as possible.</p><p> </p><p>Campaigning is an essential part of democracy. Voters deserve to be well informed before going to the polls and there must be a level playing field for candidates. On 22 February the Prime Minister announced the Government’s roadmap out of lockdown and we have since published guidance on campaigning reflecting the updated COVID restrictions/guidance.</p><p> </p><p>The whole of England remains in a national lockdown and will do so until 29 March. The current restrictions do not support door-to-door campaigning or leafleting by individual campaigners. Leaving home to undertake leafleting increases the risk of unnecessary social interactions and viral transmission both during travel and on doorsteps. Campaigners should instead ensure leafleting is carried out through existing commercial delivery services, which are already operating and delivering during the national lockdown. Any spending on this which is incurred during a regulated period must count towards a candidate’s spending limit.</p><p><strong><br></strong>From 8 March, individual activists will be able to campaign outdoors in a COVID-secure way. The rules will allow for individual campaigners to deliver leaflets and to engage with electors on their doorsteps - but they should always be socially distanced and not enter inside people’s homes.</p>

answer text <p>Primary legislation states that the elections will go ahead in May 2021.</p><p>We continue to work closely with the electoral community, including electoral suppliers, and public health bodies to resolve challenges and ensure everyone will be able to cast their vote safely and securely - and in a way of their choosing.</p><p>Measures are planned to support absent voting at short notice. Guidance will be published in good time ahead of the polls and this matter will be kept under review.
