answer text <p>Grand Central will not pay the same access charges as Intercity East Coast as Open Access Operators do not pay Fixed Track Access Charges (FTAC). However, both Franchised and Open Access Operators pay Variable Track Access Charges (VTAC) since these are set to reflect the direct ‘wear and tear’ costs that train services impose on the network when they are run.</p><p> </p><p>For Control Period 5 (CP5) the Office of Rail Regulation (ORR) has held <ins class="ministerial">the Capacity Charge element of VTAC at CP4 levels for services currently run by existing passenger Open Access Operators, however they will pay CP5 rates for any additional or new services whilst any new entrant Open Access Operator will pay CP4 rates on services below a set threshold and CP5 rates on services above that threshold. </ins><del class="ministerial">Open Access (both passenger and freight) VTAC at CP4 levels, whilst</del> Franchised Operators pay the new, higher CP5 rates<del class="ministerial">.</del> <ins class="ministerial">for both existing and new services.  However, this is the only element of VTAC that is calculated on a different basis.</ins></p><p> </p>

answer text <p>East Coast has conducted some limited analysis on the effect of converting first to standard class carriages on the franchise. Their analysis shows that standard class is not currently capacity constrained. As such, they consider that there is no immediate demand for more standard class carriages and, especially considering the upcoming introduction of the new InterCity Express trains, such a conversion is not likely to provide the best outcome for East Coast passengers or taxpayers.</p> more like this

answer text <p>Her Majesty’s Government has significant plans for the East Coast Main Line and the InterCity East Coast franchise. The competition for the franchise is expected to provide a number of material improvements for passengers, many of which are set out in the Prospectus and Invitation to Tender (ITT) for the franchise. These include the delivery of the new state-of-the-art Class 800/801 trains from the Intercity Express Programme, which will both improve the environment for passengers and reduce journey times.</p><p> </p><p>The Government’s Rail Investment Strategy for the period 2014-2019 includes £240million for improving the East Coast Mainline with the aim of providing a material reduction in journey times between London and Edinburgh by 2020. The ITT for the new franchise seeks to build on this by specifying that the maximum journey time between London and Edinburgh reduces from 4hours 26 minutes in 2013, to 4 hours 17 minutes in 2020 to ensure that benefits from our investments in the IEP fleet and infrastructure are delivered. It does not specify a reduction in journey times to Newcastle but it is expected that these will also reduce to achieve the overall reductions to Edinburgh. As the ITT sets out our minimum requirements for the franchise, we expect that bidders will strive to improve upon these times.</p><p> </p>

answer text <p> </p><p>The East Coast Main Line franchise was the subject of a full consultation prior to the issue of the Invitation to Tender. The Freight Operating Companies and the Rail Freight Group were included in this consultation and at least two of the Freight Operating Companies responded.</p><p> </p><p> </p><p> </p><p>The primary responsibility for the allocation of paths on the rail network rests with Network Rail. However, Network Rail needs to take account not only of the Department's requirements in its franchise specifications but also of existing track access rights held by other train operators, passenger and freight, subject to the ORR's responsibilities as independent regulator.</p><p> </p><p> </p><p> </p><p>The Department is represented on the cross-industry planning (the IPG) group that has been established to review future capacity requirements of all operators on the route.</p><p> </p><p> </p><p> </p> more like this
