The requirement is part of the Home Secretary’s commitment to take forward recommendations made by Her Majesty’s Inspectorate of Constabulary in its report on the police response to domestic abuse published in March 2014. It came into force in April 2015 and the first findings from this collection will be published by the Office for National Statistics (ONS) in October as part of the quarterly Crime in England and Wales statistics publication. As part of the Group's work, the College of Policing, in partnership with voluntary sector organisations, has developed a rigorous training package, which has been piloted in Hertfordshire police with up to 1,000 officers trained.</p><p>The Home Office is working with the College and police forces to support the wider roll-out of training across forces, including new components on coercive control. We are also working with the National Policing Lead and the College to ensure best practice from force training packages on coercive control is fed into the development of national training packages and guidance as appropriate.</p><p>We are committed to implementing the new offence of domestic abuse as soon as possible. We have always been clear that implementation must be supported by proper training and guidance for frontline agencies. We are working with the College of Policing and Crown Prosecution Service to ensure these agencies are confident they know how to use the new offence to provide the best possible protection to victims. The prevalence of domestic abuse has remained flat since 2007/8 with an estimated 2.1 million victims of domestic abuse in the last year (data from the Crime Survey for England and Wales). The Government has driven improvements in the criminal justice system’s response to domestic abuse resulting in a rise in police referrals, prosecutions and convictions for this terrible crime.</p><p>This Government is committed to ensuring that the police have the tools they need to tackle domestic violence and abuse and improve the protection available to victims. We have introduced Domestic Violence Protection Orders and the Domestic Violence Disclosure Scheme to help break the cycle of abuse and we have introduced a new offence to criminalise coercive and controlling behaviour as part of the Serious Crime Act 2015. Accredited programme materials, including those relating to BBR, are valuable intellectual property and are protected by Crown Copyright. Access to materials is managed through a licence agreement, which sets out appropriate terms and conditions for use. This approach allows NOMS not only to protect intellectual property, but also to make sure that programme materials are used correctly.
