answer text <p>As announced in the Queen’s Speech, our Domestic Violence and Abuse Bill will enshrine for the first time in statute a legal definition of domestic abuse. This will help to ensure domestic abuse is properly understood as more than simply violence, but also as including ongoing mental, emotional and financial abuse.</p><p>We recognise how important it is to get this right which is why we have already been in close contact with key partners and experts to shape our thinking, and we will shortly be launching a comprehensive consultation on all aspects of our domestic abuse programme.</p> more like this

answer text <p>The latest data published by the Office for National Statistics (ONS) showed that there was an 18% increase in domestic abuse related offences recorded by the police in England and Wales in the year to June 2017. ONS identify better recording and increased victim confidence as likely behind this rise. At the same time, the long-term trend on the prevalence of domestic abuse, as measured by the Crime Survey of England and Wales, is downward, with the latest estimate from the Crime Survey being the lowest since the series began.</p><p>However, despite this progress, the Crime Survey still estimates that there are approximately 2 million victims a year. That’s why this Government will bring forward a landmark Domestic Violence and Abuse Bill to transform our approach to domestic abuse to ensure that victims have the confidence to come forward and report their experiences, safe in the knowledge that the state and the justice system will support them<em>.</em></p> more like this

answer text <p>Tackling domestic violence and abuse is a key priority for this Government and we are clear that perpetrators of domestic abuse should, wherever possible be prosecuted.</p><p> </p><p>The police frequently use the term ‘level one RJ’ or ‘street level’ RJ to describe cases where they have facilitated a conversation between the offender and victim at the time of attendance at the incident. This may be done in conjunction with a community resolution, and is most commonly used in cases such as shoplifting or criminal damage. We are clear that level one RJ is not appropriate in cases of domestic abuse. While information on the number of community resolutions is collected centrally, this does not include information about whether RJ formed part of that disposal.</p><p> </p><p>As set out in the Violence Against Women and Girls Strategy we are developing a cross government paper on the use of RJ to help victims of domestic abuse cases cope and recover.</p> more like this

answer text <p>The Government is fully committed to tackling domestic abuse and doing all we can to protect victims and robustly target perpetrators.</p><p> </p><p>Those convicted of domestic abuse related offences are already captured on the Police National Computer. Where appropriate, they will also be captured on other systems such as on the Dangerous Persons database and managed by police and probation under Multi-agency Public Protection Arrangements.</p><p> </p><p>The Government’s focus is on ensuring we make better use of existing systems, rather than creating new databases or registers for different offences, which risks a disjointed police and offender management response.</p><p> </p><p>In addition, the Domestic Violence Disclosure Scheme has also been rolled out nationally to inform and alert new partners about a perpetrator's previous offending.</p> more like this

answer text <p>The Home Office is providing £17m through the Violence Against Women and Girls Service Transformation Fund to support 41 local areas across England and Wales for services for victims and survivors of violence against women and girls, including domestic abuse.</p><p>This funding forms part of a wider commitment of £100m through to 2020, which includes a two-year £20m fund from DCLG to local authorities for refuges and accommodation-based services for 16/17 and 17/18 that is supporting 76 projects and creating 2,200 new bed spaces in refuges and other specialist accommodation. An additional £7.5m through the Tampon Tax Fund is also used to support charities that work with victims and survivors of violence against women and girls.</p><p>Police and Crime Commissioners are best placed to make decision about funding according to local priorities, and the Ministry of Justice provide them with £63m per year for support services for victims of crime in their local areas, including to victims and survivors of domestic abuse.Last year, the Government launched a ‘National Statement of Expectations for Violence Against Women and Girls Services’ to set out a clear blueprint for good local commissioning and service provision, which is available at <a href="https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/574665/VAWG_National_Statement_of_Expectations_-_FINAL.PDF" target="_blank">https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/574665/VAWG_National_Statement_of_Expectations_-_FINAL.PDF</a>.</p>
