answer text <p>We are committed to supporting efforts to build greater stability in the Democratic Republic of Congo (DRC) and Great Lakes. Ministers and officials regularly meet with representatives of the UN, MONUSCO mission leadership and Ministers from the DRC, Rwanda and other countries in the region to emphasise the importance of full implementation of UN Security Council (UNSC) resolutions 2098 and 2147.</p><p>We continue to believe that the threat posed by the FDLR to civilians and the wider security of the region must be comprehensively tackled. As the 2 January deadline for voluntary disarmament has now passed and full surrender has not materialised, we believe that military action must restart against the FDLR as soon as possible. The UNSC Presidential Statement of 8 January is clear about this and we are lobbying regional leaders to deliver on the action they have promised.</p> more like this

answer text <p>I have had no discussions with my counterpart in the Democratic Republic of Congo (DRC) about the implementation of the Rome statue in the DRC. On 11 June 2014 the then Minister for Africa discussed with the DRC’s representative to the Global Summit to End Sexual Violence in Conflict Summit (the former Deputy Prime Minister and Minister for Defence and Veteran Affairs) the importance of ensuring there is no impunity for those responsible for human rights abuses.</p><p>The DRC has not yet adopted the necessary legislation to incorporate the Rome Statute into domestic law. We urge it to do so and look forward to engaging the newly appointed Justice Minister on this and other related issues. Those responsible for abuses must be held to account, and law reform remains necessary to improving victims’ access to justice. We also support training of the Congolese Army in human rights and the tackling of sexual violence, through our contributions to EU Security Sector Reform Mission (EUSEC), the EU’s mission to the DRC focused on Security Sector Reform (SSR). This is helping to change attitudes and ways of operating, although there is still a long way to go.</p>

answer text <p>We recognise the right of the Government to close the camps in North Kivu. However, any camp closures just be done in a way that reflects the Government’s obligations under the Kampala Convention – this includes the respect of humanitarian principles and the rights and dignity of the internally displaced people affected, including the right for voluntary return.</p><p>The UK has been working closely with the wider humanitarian community to support an ongoing dialogue with the Government of Democratic Republic of Congo on this issue. We hope that this constructive dialogue can be maintained to find appropriate, and durable, long term solutions for those currently located in camps around Goma and across North Kivu.</p> more like this

answer text <p>The situation on the ground for the civilian population in eastern Democratic Republic of Congo (DRC) remains difficult and, at times, dangerous. As set out in the FCO’s statement of 27 November https://www.gov.uk/government/world-location-news/the-uk-condemns-the-attacks-on-the-civilian-population-of-beni-in-drc the UK condemns the recent attacks on the civilian population of Beni territory that have left almost 200 dead since mid-October. The Armed Forces of the DRC (FARDC) and the United Nations Organization Stabilization Mission in the DRC (MONUSCO) must intensify their efforts to protect the civilian population and neutralise all illegal armed groups in eastern Congo in accordance with UN Security Council resolution 2147.</p><p>The political process is key to stabilising eastern DRC in the longer term, and we call on all stakeholders of the Peace, Security and Cooperation Framework agreement for the DRC and region to implement their commitments in full. I recently wrote to Foreign Minister Tshibanda to welcome the DRC’s new government of national cohesion and to reiterate the UK’s support for efforts to bring sustainable peace, security and prosperity to the DRC.</p>

answer text <p>United Nations Organisation Stabilisation Mission in the Democratic Republic of the Congo (MONUSCO) has a clear mandate and we are working through the UN Security Council and with the Special Representative of the UN Secretary General, MONUSCO, the government of DRC and governments of the region to ensure it is fully implemented.</p><p>In August, the UK used its Presidency of the UN Security Council to draw attention to the importance of MONUSCO implementing its mandate, with the then Minister for Africa, Mark Simmonds MP, chairing a discussion in the UN Security Council which also involved senior Ministers from the region. In September my Hon Friend the Member for Rochford and Southend East (James Duddridge MP), the Minister for Africa, discussed implementation of MONUSCO’s mandate with the Special Representative of the UN Secretary General and Head of MONUSCO, Martin Kobler (SRSG). Senior officials in Kinshasa and New York regularly discuss progress and raise issues of concern, including when we believe peacekeepers have fallen short in implementing MONUSCO’s mandate to protect civilians. This has included accompanying the SRSG on visits to peacekeepers on the ground to emphasise what more they need to do to implement the mandate. We have raised the importance of political support for implementing the mandate with governments in the region, including countries which contribute troops to the Force Intervention Brigade. We are also contributing to an ongoing strategic review of MONUSCO which will focus on ways to further deliver the robust and mobile force needed to fully implement the mandate.</p>

answer text <p>UN humanitarian helicopters are operated by the United Nations Humanitarian Air Service (UNHAS), which transports humanitarian organisations and donor representatives in the DRC and completes airlift operations. Unless specially authorised by the UN Humanitarian Coordinator or the World Food Programme Country Director, military personnel may not be carried on UNHAS flights. No arms and ammunition are allowed on board UNHAS flights. On 23 July 2014 the Humanitarian Coordinator in the DRC authorised the transport of some MONUSCO staff in UNHAS planes to small bases in the west of the DRC, in areas where no other transport options are available. MONUSCO staff can only be transported in civilian clothing, and no military equipment will be transported by UNHAS.</p><p> </p> more like this

answer text <p> </p><p>DFID takes seriously tackling the misuse or misappropriation of UK Aid, and has a range of robust controls and measures in place to safeguard the UK taxpayers’ money.</p><p> </p><p> </p><p> </p><p>In the DRC this includes regular rigorous risk assessments of the fiduciary environment to determine the way in which UK Aid is provided. Currently this means DFID funds in DRC are channelled through United Nations agencies and NGOs, rather than provided directly to the government.
