I am also the lead Minister for the cyber resilience of the government sector. The Home Secretary leads on cyber security response, in addition to his responsibility to counter cyber crime. The Defence Secretary has overall responsibility for the development of the UK’s offensive cyber capability. The Foreign Secretary has statutory responsibility for the National Cyber Security Centre, as a part of GCHQ. The Secretary of State for Digital, Culture, Media and Sport leads on digital matters, including the relevant growth, innovation and skills aspects of cyber security. answer	answer is ministerial correction date of answer 28/11/2018 answer text <p>The Cyber Accelerator programme is giving our innovative companies access to world class experts in government, academia and industry to ensure the UK is the safest place to go online and start a digital business. No estimate of the numbers of consumers who will benefit has been made, nor is one planned. This would be hard to do with accuracy.</p><p>The NCSC Cyber Accelerator, and London Office for Rapid Cyber Advancement (LORCA) work with companies to develop products and services that will enhance the UK’s cyber ecosystem, servicing the needs of national security and industry, as well as consumers.</p><p>In the past 18 months the first two cohorts of the NCSC Cyber Accelerator have raised more than £20 million in funding, and created 19 UK jobs. The Third cohort started in October 2018. The nine companies selected to take part in LORCA’s first programme started in July. answer	answer is ministerial correction date of answer 20/11/2018 answer text <p>Although estimates of the cost of cyber crime vary considerably, there are millions of individual victims, many thousands of corporate victims and correspondingly substantial losses. Therefore, whilst there is no robust estimate of the total cost of cyber crime to the UK economy it is likely to be billions.</p><p>The Economic and Social Costs of Crime report (Home Office, 2018) estimated a cost of £1.1bn from computer misuse incidents against individuals in the financial year 2015/16. answer	answer is ministerial correction date of answer 23/10/2018 answer text <p>It is not possible to estimate the cost to the public purse of the WannaCry cyber incident as no data was collecting during the incident on the cost of recovering data and IT systems or the cost on disruption to patient care. To determine the cost to the public purse would require collecting data from all organisations which itself would impose a disproportionate financial burden on them.</p><p> </p><p>The WannaCry attack was unprecedented in terms of scale and disruption affecting systems internationally international including several within the NHS infrastructure who fell victim due to basic vulnerabilities in their cyber defences.</p><p> </p><p>In their October 2018 publication on “Securing cyber resilience in health and care: a progress update”, the DHSC estimated the cost of WannaCry to the NHS being £92 million. The DHSC used a variety of factors (average number of NHS trusts involved) and categories (direct and resource) to estimate the financial impact on the NHS but this does not include a consideration of other organisations outside of the health and care who were also impacted.
