answer text <p>The Government is committed to effective scrutiny of its trade agenda and has put in place a comprehensive framework for scrutiny of free trade agreements (FTAs). This includes a commitment to seek to hold a general debate on a new FTA where one is requested by the relevant Select Committee in a timely manner, subject to parliamentary time. The Government's view is that a general debate is the appropriate mechanism for Parliament to debate a new FTA.</p><p> </p><p>The scheduling of parliamentary business is not a matter for the Department for Business and Trade, but the Government is aware of the Business and Trade Committee’s request for a debate.</p> more like this

answer text <p>CPTPP's investment chapter provides important protections for investors, which it is in the UK’s interest to accept, including with both Brunei and Canada. The Government is clear that where we negotiate investment protection and ISDS provisions, we will not hinder our right to regulate in the public interest. This right is protected in CPTPP, and the Government also negotiated additional protections for our ability to regulate areas such as public services.</p> more like this

answer text <p>The Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) Labour Chapter is subject to the dispute resolution mechanism contained in Chapter 28 (Dispute Settlement). The dispute settlement mechanism concerns state-to-state dispute settlement, and so it does not permit non-government bodies, including trade unions, to raise a dispute under its provisions.</p><p>However, Chapter 28 and the Rules of Procedure for Dispute Settlement provide that non-governmental entities may submit views on a dispute brought under the Agreement. This is subject to the conditions set out in the CPTPP.</p> more like this

answer text <p>The Government will not compromise on our high environmental protections and food standards in trade deals. Trade agreements to which we sign up will respect the regulatory autonomy of both the UK and our trading partners, including on pesticides. All agri-food products imported into the UK under existing or future free trade agreements will, as now, have to comply with our import requirements. This applies to the UK’s accession to CPTPP, as it does to our other deals. We will ensure decisions on the use of pesticides are based on careful scientific assessment and will not authorise pesticides that may carry unacceptable risks to people or the environment.</p> more like this

answer text <p>There is nothing in the CPTPP agreement which would cause the UK to weaken its own labour laws. CPTPP contains a comprehensive labour chapter with binding provisions that reaffirms CPTPP parties’ obligations as members of the International Labour Organization (ILO) and helps to protect labour rights and improve working conditions. The Chapter promotes enhanced co-operation and consultation including through public engagement with domestic stakeholders, such as trade unions, on a range of labour issues. It is also subject to the agreement’s dispute settlement mechanism and a range of mechanisms to facilitate implementation of the chapter, including public submissions.</p> more like this

answer text <p>The UK is continuing to negotiate accession to the Comprehensive and Progressive Trans-Pacific Partnership. Recent discussions have seen the department make considerable progress towards concluding talks, aiming to finish them at the earliest opportunity. The Government is working to ensure that the UK joins on terms that work for British business and are in line with domestic priorities.</p><p>Joining CPTPP will offer significant benefits to exporters. It could give tariff free access to up to 99% of UK goods, to export to a market of 500 million people, while reducing barriers to our world leading service firms.</p> more like this
