answer text <p>The bidding, legal and due diligence costs incurred by Merseycare and Bridgewater were not previously available as the two trusts were in the process of finalising their accounts. The figures provided relate to both the Liverpool and Sefton service bundles and Merseycare was successful in being appointed preferred bidder for Sefton.</p><p> </p><p>The bidding process for the Liverpool Community Health contract was detailed in my earlier response on 5 April to Question <a href="http://www.parliament.uk/business/publications/written-questions-answers-statements/written-questions-answers/?page=1&amp;max=20&amp;questiontype=AllQuestions&amp;house=commons%2clords&amp;uin=69437" target="_blank">69437</a>. No successful bid for the Liverpool Community Health contract has been made outside of this process. Rather, an arrangement has been agreed with the three acute trusts (Alder Hey, Royal Liverpool and Aintree) for a short term management contract led by Alder Hey. This is not a bid for acquisition and therefore due diligence that would be required under an acquisition and which would incur cost was not necessary. Liverpool Community remains a separate statutory organisation.</p>

answer text <p>No discussions between Ministers and Alder Hey Children’s NHS Foundation Trust regarding Liverpool Community Health have taken place.</p><p> </p><p>The process for the future provision of Liverpool Community Health services has not yet been determined. Discussions will commence on the process to be adopted with the relevant parties shortly. There is currently no agreement to a splitting of adult and children's services although this has been proposed as a potential option.</p> more like this

answer text <p>NHS Improvement and NHS England will be accountable for determining the future structure of health services provided by Liverpool Community Trust. The team currently involved in the process includes a number of individuals who were involved in the original restructuring process and have in-depth knowledge and experience of the Trust’s services, the key stakeholders and the needs of the local population. There will be further strengthening of the team with regards to finance, advice and support. NHS Improvement have assured the Department that they have the capacity required and are sufficiently resourced to conduct effectively the process of restructuring the services currently provided by Liverpool Community Trust.</p> more like this

answer text <p>The recently announced arrangement to manage community services in Liverpool is a short term arrangement, due to last six to nine months.</p><p> </p><p>The management arrangement will manage the current Liverpool Community Healthcare Trust’s services until such time as the Trust is dissolved and will cover Board level and corporate services management. The current Director of Operations will continue to be the executive lead for management of the Trust's services to patients.</p><p> </p><p>Aintree University Hospitals NHS Foundation Trust and Royal Liverpool and Broadgreen University Hospitals NHS Trust will support the delivery of corporate services, which is an area of particular challenge for the Trust.</p> more like this

answer text <p>In line with the requirements of the transaction process Bridgewater Community Healthcare Foundation Trust (BCHFT) required external support (both legal and financial) to complete the due diligence for Liverpool Community Health services and South Sefton, a competitive dialogue phase, and also external support costs of progressing through NHS Improvement’s prescribed significant transaction process once Bridgewater had been named as the preferred provider at the end of November 2016. It has calculated and confirmed those costs to NHS Improvement as £550,000. BCHFT is now no longer progressing this transaction.</p><p> </p><p>MerseyCare NHS Foundation Trusts report that the cost in preparing the bid for Liverpool Community Health services alongside the South Sefton bid from 1 June to 30 November 2016 is estimated at £313,000. These costs related to dedicated programme management, finance staff support and external bid writing.</p> more like this
