answer text <p>We remain concerned by reports of threats against civil society and members of congress by the BACRIM (criminal bands). <br><br>I raised this issue with Ministers and senior officials from across the Colombian government during my visit earlier this year. More recently, our Ambassador in Bogota raised this issue on 30 September during a meeting with the Presidential High Adviser for Human Rights, Guillermo Rivera, and Rafael Blanco from the Chief Office of International Affairs. He was assured that this issue had been raised with the Attorney General’s office and that they had been urged to quickly investigate in order to make a robust assessment of the context of the threats. The Colombian government has also assured us that its Ministry of the Interior is working to ensure that adequate protection measures are in place. <br><br>Our Embassy in Bogota continues to urge the Colombian government to take further measures to prevent violence and threats against human rights defenders, trades unionists, civil society and politicians and to promptly investigate human rights violations.</p>

answer text Whilst security for claimants and those returning to their land is a key concern, our 2013 Human Rights Report (released on 10 April 2014) notes that some progress has been made on the issue of land restitution. Since January 2012 there have been 64,815 registered land restitution claims. In his recent meeting with President Santos on 7 November, the Deputy Prime Minister, the right hon. Member for Sheffield Hallam (Mr Clegg), welcomed the Colombian government’s efforts to improve respect for human rights in Colombia, including through its land restitution and victims reparations processes. Our Embassy in Bogota runs several human rights projects to help improve Colombia’s land registry process, increase access to protection measures and raise awareness of the UN guiding principles on business and human rights. Officials from our Embassy also meet regularly with indigenous and Afro-Colombian communities and we also funded a project aimed at developing the role of organisations in protecting communities’ rights to the territories. We are following closely several emblematic land restitution cases; our Ambassador raised the cases of the Curvaradó and Jiguamandó communities with the Ministry of the Interior in July and acts as an observer on the case.

answer text <p>We are aware that President Santos suspended the peace process negotiations following the kidnap of Brigadier-General Ruben Dario Alzate, Corporal Jorge Rodriguez Contreras, and a civilian lawyer, Gloria Urrego, on Sunday 16 November. We welcome the reports that an agreement has now been reached to release Brigadier-General Alzate and his colleagues.</p><p>We strongly support the peace negotiations and would welcome their resumption at the earliest opportunity.</p> more like this

answer text <p>My Department is aware of the deaths of the four FENSUAGRO trades union members. The British Embassy in Bogota raised the deaths of FENSUAGRO with the Vice-President’s Office. Following this, on 26 June, the Vice-President’s Office stated that they were following up the case with the Ministry of Defence, the Army, the Attorney General’s Office, the Inspector General’s Office and the National Protection Unit. The Vice President's Office has also been in direct communication with FENSUAGRO.</p> more like this

answer text <p>We remain concerned by recent reports of violence in Colombia and the reported increase in threats against human rights defenders there, in particular those detailed in the “Somos Defensores” report published in August. I recently held a meeting with the hon. Gentleman and other parliamentary colleagues where I received further reports of violence in the country.</p><p>During my visit to Colombia in June, I set out our concerns about the reported rise in attacks against human rights defenders in my meetings with Colombia’s Deputy Foreign Ministers and the heads of the Colombian government’s major human rights agencies. I also met representatives from Colombian and international human rights organisations, including Oxfam and Christian Aid, to discuss the issue. The former Secretary of State for Foreign and Commonwealth Affairs, my right hon. Friend the Member for Richmond (Yorks) (Mr Hague) also raised the issue of violence against trade unionists and human rights defenders, and cases of impunity for those responsible, with the Colombian government during his visit to Bogota in February.</p>
