answer text <p>MyCSP took on responsibility for the administration of the pensioner payroll from the previous supplier in September 2014 and inherited an unexpectedly large backlog of work, as well as long-standing legacy problems.</p><p> </p><p> </p><p> </p><p>This caused a temporary dip in performance and some pension payments have been delayed as a result. Cabinet Office is working to support MyCSP. They plan to clear the high priority backlog and restore service levels before the end of February and clear the remaining lower priority backlog by early March.</p><p> </p><p> </p><p> </p><p>MyCSP staff are working weekends and have also put in place additional resource to deal with the backlog as quickly as possible. Cases are being prioritised by last day of service to minimise the number of missed payments, and wherever possible interim payments are being made to avoid hardship to pensioners. MyCSP are committed to providing high quality service to retired civil servants with prompt payments and high levels of customer service.</p><p> </p><p> </p><p> </p><p>MyCSP's transformation has improved productivity by 15% year-on-year since 2012, driven down staff absenteeism and improved staff engagement. It is enabling it to deliver a wider range of services (including on-line services) to higher standards whilst almost halving the cost of pensions administration within 10 years.</p><p> </p>

answer text <p>The launch of MyCSP as a mutual joint venture (MJV) was reported in the Cabinet Office Annual Report and Accounts 2012-13.</p><p>The Cabinet Office has a contract with MyCSP Limited to provide pension administration services for the Civil Service pension scheme. MyCSP has met all key performance standards since February 2013. Overall performance is reviewed at regular contract meetings with officials and by the Civil Service Pensions Board which includes industry experts and nominees of Civil Service employers and scheme members.<strong> </strong></p><p>Further to my answer of 8 January 2015 to the hon. Member for Leicester South about pre-existing issues, MyCSP took responsibility for the administration of the pensioner payroll from the previous supplier and inherited an unexpectedly large backlog of work. This caused a temporary dip in performance and some pension payments were delayed as a result. The Cabinet Office has instructed MyCSP to prioritise ensuring delayed payments are resolved quickly and returning service levels to normal as quickly as possible.</p><p>MyCSP vested as a MJV in May 2012 which permitted the injection of much needed new investment in IT, capability and technology into MyCSP. None of the recent service issues are as a result of the MJV model. The transformation this investment is enabling will allow MyCSP to deliver a wider range of services (including online services) to higher standards whilst halving the cost of pension administration within 10 years. Even before this transformation is fully completed (and whilst continuing to work with legacy systems and problems inherited from the predecessor organisation), MyCSP has improved productivity by 15% year-on-year since 2012, driven down staff absenteeism, while also improving staff engagement.</p><p> </p><p><strong><em> </em></strong></p><p> </p><p><strong><em> </em></strong></p><p> </p><p><strong><em> </em></strong></p><p> </p><p><strong><em> </em></strong></p><p> </p><p><strong><em> </em></strong></p><p> </p>

answer text <p>MyCSP Ltd took over administration of the Civil Service pensioner payroll in September 2014. The majority of the 658,000 pensioners - 14,000 of them are overseas - have been paid accurately and on time since September.</p><p>During the transfer MyCSP unexpectedly inherited 5,579 cases from the previous supplier where payments had been delayed or missed. MyCSP has now cleared all but 740 of these. 109 of the remaining cases are overseas pensioners awaiting payments because new banking mandates need to be completed to allow processing by the new paying bank. MyCSP is working to clear the remaining cases where payments are due before Christmas (but are in some cases dependent on employers or pensioner members for the necessary information to do so). Where delayed payment is causing hardship MyCSP has been making emergency interim payments to members.</p><p>The recent service issues are not a result of the mutual joint-venture (MJV) model. In fact, the mutual joint venture has enabled investment in new technology to replace legacy systems.
