answer	answer is ministerial correction date of answer 16/06/2015 answer text <p>The Government has committed to increasing the average rate that providers are paid for the entitlement and in order to deliver this I can confirm that a cross-Government review of the cost of providing childcare is underway.</p><p> </p><p> </p><p> </p><p>The objective of the review is to inform decisions on the level of funding providers require to deliver quality childcare provision at good value to the taxpayer, and to be consistent with the government’s fiscal plans.</p><p> </p><p> </p><p> </p><p>A call for evidence to inform the review was launched on 15 June and will close on 10 August. answer	answer is ministerial correction date of answer 16/06/2015 answer text <p>The childcare market is growing and there are around 230,000 more childcare places than in 2009. We have supported this expansion with changes made to reduce bureaucracy, helping schools to provide places and, by enabling the setting up of childminder agencies. This new entitlement provides an opportunity for further growth for existing childcare providers to expand and for new providers to enter the market, helping to build a stronger economy and give parents increased choice.</p><p> </p><p> </p><p> </p><p>We have a sensible delivery timetable that gives the market time to expand and adapt, as we know will be necessary. Full roll-out of the entitlement is scheduled for September 2017, and our approach will be informed by the experiences of pilot areas in 2016.</p><p> </p><p> </p><p> </p><p>We are working with the sector to better understand the scale of the challenge and intend to consult with parents and providers in due course. answer	answer is ministerial correction date of answer 12/06/2015 answer text <p>The Department for Education funds local authorities through the Dedicated Schools Grant for delivering the early years entitlement. In consultation with their Schools Forum, local authorities are then responsible for deciding how best to distribute this funding across their locality and they set their own local rates of funding for early years providers. The DSG allocations for three- and four-year-olds for each local authority are available here: <a href="https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2015-to-2016" target="_blank">https://www.gov.uk/government/publications/dedicated-schools-grant-dsg-2015-to-2016</a></p><p> </p><p>The allocations table includes the Early Years Block Unit of Funding that local authorities receive from the DfE for each child. Local authorities are then responsible for funding early years providers to secure the Government-funded hours.</p><p> </p><p>The Department collects funding information from all local authorities through section 251 financial returns, including information on funding for early years. To aid transparency, the early years data is published in the form of a benchmarking tool, on the rates that each local authority pays to its providers.
