answer text <p>Where a carer's State Pension is less than Carer's Allowance, State Pension is paid and topped up with Carer's Allowance to the basic weekly rate of Carer's Allowance, which is currently £62.70 a week.</p><p> </p><p>However, where the State Pension paid is higher than £62.70, social security rules operate to prevent Carer’s Allowance and State Pension being paid together, since they are designed to meet the same need i.e. to help maintain income. Paying both benefits together would represent duplicate provision. The relevant legislation is The Social Security (Overlapping Benefits) Regulations 1979 (regulation 4), which can be found at <a href="http://www.legislation.gov.uk/uksi/1979/597/pdfs/uksi_19790597_290216_en.pdf" target="_blank">http://www.legislation.gov.uk/uksi/1979/597/pdfs/uksi_19790597_290216_en.pdf</a></p><p><br>Where Carer’s Allowance cannot be paid, the person will keep underlying entitlement to the benefit. This gives access to the additional amount for carers in Pension Credit, worth up to £34.95 a week, and even if a pensioner’s income is above the limit for Pension Credit, he or she may still be able to receive Housing Benefit.</p>

answer text <p>From January 2010 to October 2016 the Department received 1,772,422 applications for Carer’s Allowance.</p><p> </p><p>However, we are unable to provide the volumes of applications accepted or declined because the data is not routinely held. The outcome of claims was initially recorded by clerical means. Following the move to a digital process, 75% of applicants are advised of probable disallowance at the point of claim and will not therefore appear on the system as a claim.</p> more like this

answer text <p>The Government recognises and appreciates the vital contribution made by carers in supporting the most vulnerable in society including the elderly and those with disabilities.</p><p> </p><p>The Government thinks it is right that people in full-time education should be supported by the educational maintenance system, via its range of loans and grants, and not the social security system. That is why, as a general principle, full-time students are usually precluded from entitlement to income-related and income-maintenance benefits.</p><p> </p><p>However, the Government thinks it is important that carers maintain links with the education system and therefore carers are able to undertake part-time education and still receive Carer’s Allowance.</p> more like this

answer text <p>The impact that a carer’s earnings, including those receiving the National Minimum Wage, will have on their entitlement to Carer’s Allowance (CA) will depend on the number of hours they work a week and their net salary for CA purposes once allowable deductions have been made.</p><p> </p><p>The CA earnings limit will be increasing from £110 to £116 a week from April 2017. This 5% increase outstrips the current average increase in earnings. Up to 2,000 carers will benefit from this change.</p> more like this
