answer text <p>DFID has funded around 18% of a health project in Burma that includes the work of the Back Pack Health Worker Team (BPHWT) from 1 August 2011 – 31 July 2014. During this period the project as a whole reached approximately 225,000 people in 644 villages, proving services that included bednets to prevent malaria, malaria treatments and other basic healthcare, improved water sources, construction of latrines, water sources, hygiene promotion, and assisting pregnant women with ante-natal care.</p><p> </p> more like this

answer text <p>The Myanmar Education Consortium (MEC) allocates support in response to calls for proposals. The first call, in November 2013, invited proposals from organisations in all of Burma’s states and regions. This was followed by a specific call on Education in Emergencies in June 2014. The 14 projects funded as a result of these first two calls are or will be operating in Ayeyarwady, Bago (East, West), Chin, Kachin, Kayah, Kayin, Magway, Mandalay, Naypyidaw, Rakhine, Sagaing, Shan (South, North), Tanintharyi, and Yangon. The next call for proposals is currently under development and is planned for 2015.</p><p> </p> more like this

answer text <p>We welcome the Burmese government’s endorsement of the Declaration of Commitment and attendance at the Global Summit to End Sexual Violence in Conflict in June 2014. There have been some positive signs that the Burmese authorities are taking seriously the commitments contained in the Declaration. In his speech at the UN General Assembly in September 2014, Burmese Foreign Minister U Wunna Maung Lwin reaffirmed the Government of Burma’s “zero tolerance” policy towards the use of rape and sexual violence in the military. In September, a civilian court in Shan State heard a case involving the alleged rape of a minor by a Burmese soldier. While much more must be done to hold perpetrators of sexual violence to account, this was a step towards accountability for survivors of sexual violence. We continue to encourage the Burmese government to take concrete action, including by strengthening legislation and improving access to justice for survivors. I urged the Burmese government swiftly to create a credible action plan to tackle sexual violence when I met Burmese Deputy Foreign Minister U Thant Kyaw on 13 June. The UK also funds projects to provide women with basic legal skills so they can advise survivors of sexual violence, and workshops to help community leaders and local government staff prevent sexual violence in their communities.</p>

answer text <p>The Women’s League of Burma (WLB) was one of several civil society and religious organisations invited by the Government to attend the Global Summit to End Sexual Violence in June. I met representatives of many of these organisations at a roundtable during the Summit to hear their views and concerns first-hand, but unfortunately no WLB representatives were able to attend. They were, however, able to meet officials from the Foreign and Commonwealth Office, and attend much of the Global Summit. Officials in London and Rangoon remain in contact with the WLB, along with other non-governmental organisations working to address the issue of sexual violence in Burma.</p> more like this

answer text <p>We have raised the treatment of the Rohingya in every one of our recent Ministerial contacts with the Burmese government.</p><p>The former Foreign Secretary, my Right Hon. Friend the member for Richmond (Yorks) ( Mr Hague), raised the situation in Rakhine State in a call with his Burmese counterpart, U Wunna Maung Lwin, in April. He called for the Burmese government to facilitate humanitarian assistance to all communities in the State. I also raised this issue with Khin Maung Soe, Burmese Minister for Electric Power in July, as well as with the Burmese Ambassador, whom I summoned in April to register my concerns. More recently, Minister of State for International Development, Mr Desmond Swayne, discussed Rakhine with Minister for the President’s Office, U Soe Thein in August.<br> <br>Our Ambassador and Embassy officials consistently discuss these concerns with representatives of the Burmese government.</p> more like this

answer text <p>We have voiced our strong concerns over proposed legislation on inter-faith marriage and religious conversion to members of the Burmese government and parliamentarians. If enacted, these laws would harm religious tolerance and respect for diversity in Burma, and contravene international standards and treaties to which Burma is a signatory. Most recently, our Ambassador raised our concerns with Minister of the President’s Office, U Soe Thein, in June.</p><p>The UN Secretary-General (UNSG) currently chairs the Partnership Group on Burma, which last met in April. The UNSG and his Special Representative to Burma, Vijay Nambiar, both play vital roles in raising the international community’s human rights concerns with the Burmese government whilst providing encouragement for the wider reform process. We welcome the recent visit by the newly appointed UN Special Rapporteur on the human rights situation in Burma, Ms Yanghee Lee, who rightly highlighted that the government needs to do more to stop the spread of hate speech and incitement to violence based on religious grounds and recommended the adoption of specific legislation to address this.</p><p>We remain deeply concerned by continued violence in Burma, particularly in Rakhine State and Kachin State. Our approach is to seek an end to all violations, and to prevent their further escalation, irrespective of whether these violations fit the definition of specific international crimes. Allegations of human rights abuses must be dealt with through a clear, independent and transparent investigative and prosecutorial process that meets international standards. We have made this clear to the Burmese government and will continue to do so. We continue to believe an independent investigation, supported by appropriate technical assistance, would make a significant contribution to accountability and reconciliation.</p><p> </p>

answer text <p>On 3 July, I expressed my concern about the violence which took place in Mandalay, and called for restraint. The British Embassy in Rangoon has discussed the incident with the Government of Burma and we continue to monitor the situation. More broadly, we remain deeply concerned by the violence directed against Muslim and other minority groups in Burma and have been consistently clear that we look to the Government to ensure the security of all communities. Through the EU the UK is supporting a project to develop the capacity of the Burmese police force, including in Mandalay, so they are better trained to respond to such incidents in line with international standards. We are also providing funding to support organisations that run interfaith dialogue, which will be important in bringing communities together.</p> more like this
