answer text <p>The details that HM Revenue and Customs collect from taxpayers on their VAT returns are not specific enough to identify costs relating to cladding. The cost of replacing cladding would be zero rated if it was tied to the initial construction and shown to be defective.</p><p> </p><p>On 9 May 2019, the Government announced that it would fully fund the removal and replacement of certain types of unsafe cladding on private sector residential buildings 18 metres or taller. Where a zero rate does not apply, the cost of the VAT charge would be covered by that fund.</p> more like this

answer text <p>In December 2018 the Government introduced regulations that banned the use of combustible materials in the external walls of specific types of high-rise buildings.</p><p>The ban provides clear performance requirements for materials in the external walls.</p><p>The amendment to the Building Regulations was introduced alongside a commitment to review the ban annually as stated in the Explanatory Memorandum published alongside SI 2018/1230.</p><p>The Government is currently consulting on reducing the current height threshold from 18 metres to 11 metres. answer text <p>The EWS1 form was developed by the Royal Institution of Chartered Surveyors (RICS) and published on 16 December. It is designed to enable industry to manage valuations of properties in multi-occupancy buildings 18 metres and over. The exercise will collect data on residential buildings 18 metres and over covering private and social buildings, student accommodation and hotels in England. We will publish appropriate summary information from the data collection in our monthly Building Safety Programme data release in due course.</p> more like this

Building owners should consider all routes to meet costs, protecting leaseholders where they can – for example through warranties and recovering costs from contractors for incorrect or poor work.</p><p>We are aware of the concerns of leaseholders about meeting the cost of remediation. We do not want the cost to be a barrier to remediation, so the Department is considering options to support leaseholders with Her Majesty’s Treasury.</p> more like this
