answer text <p>At 11:20 a.m., Gold Command was opened.</p><p> </p><p>At 2:30 p.m. sole responsibility for Gold Functions transferred to the Prison Service.</p><p>Order was restored shortly after 10pm, at which point control was handed back to G4S.</p><p> </p><p>Throughout the day, regular cross-government calls took place to make necessary preparations and to ensure the Prison Service had all the support it needed.</p> more like this

answer text <p><strong></strong></p><p>Tornado teams consist of prison officers who are trained in an advanced level of control and restraint techniques, in addition to their core duties. NOMS has over 2000 such trained staff across the country. Tornado trained staff were deployed to HMP Birmingham to provide mutual aid in resolving the Concerted Indiscipline that took place on 16<sup>th</sup> December 2016 as detailed below in Table 1. A Tornado Unit consists of 14 staff - 12 trained staff plus 2 Commanders, meaning that 280 staff were deployed to HMP Birmingham to assist with resolution of this incident.</p><table><tbody><tr><td answer text <p>All Independent Monitoring Board annual reports for prisons are responded to by Ministers. Those responses set out what has or will be done to address issues identified by Boards. I wrote to the Chair of the Birmingham Board on 28 November 2016 in response to the concerns raised in their report.</p><p> </p><p>The long-standing challenges in our prison estate cannot be fixed overnight but the Justice Secretary and I are absolutely committed to making prisons places of safety and reform. We already embarking on a major recruitment drive to boost the frontline with 2,500 extra prison officers and are putting in place new security measures to tackle drones, phones and drugs, which undermine safety.</p> more like this

answer text <p>Well-run prisons are fundamental to the proper functioning of our justice system, and a vital part of our reform plans. Private providers play an important role in the prison estate. Performance of all providers is closely monitored and we will not hesitate to take action where standards fall short.</p><p> </p><p>All private prisons are managed by a full-time, on-site controller. Where a provider fails to meet the expected level of performance, financial remedies can be applied. This ensures that providers are incentivised to properly support the rehabilitation of offenders through a safe, decent and secure regime.</p><p> </p><p>The attached table provides a breakdown of financial remedies applied for both HMP Birmingham and HMP Oakwood (HMP Featherstone II was the working name during construction of HMP Oakwood).</p><p> </p><p>No financial remedies were applied at either prison in 2011/12. Operation of HMP Birmingham transferred from HM Prison Service to G4S Justice Services in October 2011. HMP Oakwood opened in April 2012.</p>
