answer text
Our creative industries showcase the best of our creativity and culture to the world and drive both regional and national growth. They employ over 2 million people, are worth over £124 billion to the UK economy and have seen GVA growth twice that of the national rate. We will ensure that the sector can continue to drive growth, boost opportunities and help people to fulfil their creative potential across the UK, including in Berkshire. Our support includes:

almost doubling studio capacity through funding for the British Film Commission of £6million over four years, which includes support for Shinfield and Bray studios in Berkshire;

expanding the global reach of independent content through the £28 million UK Global Screen Fund;

the screen sector tax relief (for film, high-end TV, animation, children’s TV, and video games) which has supported over £9.5 million of production for over 1000 projects; and

£13.4 million funding between 2022 and 2025 for the UK Games Fund to support independent video games studios and graduate talent.

We’re also supporting the next generation of indie films with the introduction of the Independent Film Tax Credit, which will allow eligible films to apply for tax reliefs of 53% on qualifying expenditure up to £15 million, creating jobs and growth.

Opportunities to drive growth exist across the whole of the UK and in places such as Berkshire, which has benefited from the £56 million Creative Industries Clusters programme. This funded the StoryFutures Cluster bringing together creative businesses and universities to provide a research platform to develop cutting edge technologies. We will be launching the next wave of the Clusters programme next year.

Finally, the British Film Institute has committed £34.2 million National Lottery funding over 2023-2026 for education and skills programmes. This includes £8.1 million to develop skills clusters, one of which has been set up in Berkshire, led by Resource Productions, the University of Reading, and Shinfield Studios.

answer text
Data collection plays an integral role in how the Department for Culture, Media and Sport assesses the economic contribution of its sectors to the UK economy. DCMS publishes official statistics (DCMS Sectors Economic Estimates) including data on Gross Value Added, employment and business demographics, which are available at regional levels. These data can be found on the DCMS website here: https://www.gov.uk/government/collections/dcms-sectors-economic-estimates

DCMS recognises the key role that local authorities play in developing, supporting, and delivering cultural and creative services and strategies within their local areas. As the Government's response to the DCMS Select Committee inquiry into Cultural Placemaking and the Levelling Up Agenda (published February 2023) sets out, we are supporting them to do this in a number of ways, including through DCMS’s Cultural Compact initiative, jointly delivered with Arts Council England. DCMS’s arm’s-length bodies work closely with local government on strategic planning and delivery, including through five regional Area Towns Groups. These act as a co-ordinated 'single point of contact' for places in need of guidance on project development and delivery, and provide strategic planning for cultural placemaking and regeneration.

answer text
My Department is committed to broadening the accessibility of our cultural and heritage sites across the country to everyone regardless of their background, and Arts Council England’s recent announcement of the 2023-26 National Portfolio – which sees a record number of organisations being funded in more parts of the country than ever before – will significantly improve access to creative and cultural assets.

This Portfolio will support 990 organisations across the whole of England. This is more than ever before, and in more places than ever before, with 276 organisations set to join the portfolio from all over the country. For the first time, Arts Council England collected information about socio-economic background during the application process, and this information can be viewed on the Arts Council website.

The Arts Council is committed to the development of an arts and cultural sector that is representative of modern society and in which there are no barriers to participation. To this end, Arts Councils across the UK are working together with the British Film Institute to launch a free, UK-wide arts access card by early 2024. This scheme was also announced in the new National Disability Strategy.

answer text
The Government recognises the huge contribution arts and music make, not only to the economy and international reputation of the United Kingdom, but also to the wellbeing and enrichment of its people and communities.

As such, the government has increased tax reliefs for theatre, orchestras, museums and galleries until 2024. This is a fantastic boost for arts and music in this country, to keep producing the talent and content we are world famous for.

The Government recently announced plans to increase and better distribute arts funding to previously overlooked or neglected areas. An additional £75 million will be provided by 2025 to make sure places which have been culturally under-served in the past get a better distribution of arts funding, generating more opportunities, jobs and better access to cultural activities. A new National Plan for Music Education will also be published later this year.

We are also developing a Creative Industries Sector Vision which will set out our ambition for the sector up to 2030. As part of this, the government announced £50 million of growth support for creative businesses - including those within music - across the country.

answer text
The Government is committed to the development of an arts and cultural sector that is representative of modern society and in which there are no barriers to participation. The Secretary of State has named increasing access to arts and culture across the whole country as one of her top priorities for the department.

In February, DCMS instructed Arts Council England (ACE) to enable a £75 million boost to culture and creativity outside of London between 2022 and 2025. As part of this funding, DCMS and ACE have identified 109 Levelling Up for Culture Places where additional investment will be focused. This support will galvanise the potential of the people in these areas that have previously not had sufficient attention and investment. The aim is to generate more opportunities for people across the whole country, and provide better access to cultural activities.

As outlined in Arts Council England’s Let’s Create strategy, all UK Arts Councils alongside the British Film Institute are currently working on a UK wide access scheme for disabled, d/Deaf, neurodivergent people or those that have other access needs. We want this scheme to work alongside existing infrastructure to find a way of best serving audiences and the sector. As part of the very early stages of this process, Arts Council England are inviting people who have access needs when attending arts events to take part in focus groups.
