<p>The relevant guidance is already publicly available in HMRC’s Admin Law manual. HMRC responds to liabilities accrued by the victims of fraud based on the individual circumstances of each case. HMRC Commissioners’ discretionary powers are set out in the Admin Law manual.</p>
