answer text <p>FCDO officials regularly press the Taliban to protect religious and ethnic minorities. We are working with international partners to ensure credible monitoring to hold to account those responsible for human rights abuses. On 7 October 2022, we co-sponsored a Human Rights Council resolution to extend the UN Special Rapporteur's mandate. His latest report to the Human Rights Council included an assessment of the situation for Hazara communities. FCDO ministers and officials regularly engage with Hazara representatives who provide vital insight on the situation. Most recently, on 8 December 2022, I [Lord Ahmad] met with representatives from Hazara community groups.</p> more like this

answer text <p>The environment for freedom of religion or belief across China is restrictive, including the persecution of Christians, Muslims, Buddhists, Falun Gong practitioners and others on the grounds of their religion or belief.</p><p>We work within the UN, OSCE, Council of Europe, International Religious Freedom or Belief Alliance and other international organisations and networks to promote and protect freedom of religion or belief for all where it is threatened. We have also consistently raised China's severe restrictions on religious practice through the UN, including in a joint statement alongside 49 other countries on 31 October.</p><p>We will continue to urge China to uphold the right to freedom of religion or belief, including through the UN Human Rights Council.</p> more like this

answer text <p>The UK unequivocally condemns the persecution of religious minorities in Iran. Members of the Baha'i community are being detained at ever increasing rates by the Iranian authorities. On 20 December 2022, the Prime Minister's Special Envoy for Freedom of Religion or Belief, Fiona Bruce, expressed the UK's condemnation of the sentencing of Baha'i leaders Mahvash Sabet and Fariba Kamalabadi to a further decade of imprisonment. The UK also raised opposition to the intensified persecution of the Baha'i at the UN General Assembly (UNGA) Third Committee on 26 October 2022. The UK is a longstanding co-sponsor of the resolution on Freedom of Religion or Belief at the Human Rights Council, and regularly raises freedom of religion and belief in interactive dialogues and debates.</p> more like this

answer text <p>The UK advocated strongly for the passing of the Yazidi Survivors' Law in March 2021 and the establishment of the Directorate of Yazidi Affairs. The Directorate is responsible for searching for survivors and supporting judicial and investigative bodies on holding perpetrators to account. In parallel, we have also provided £2 million to the UN Investigative Team to Promote Accountability for Crimes Committed by Daesh (UNITAD). The UK joined likeminded partners in committing to support Yazidis displaced or abducted by Daesh in a Joint alliance statement issued in October 2021. We continue to press the Government of Iraq on the importance of these issues, including searching for those missing Yazidi women and children abducted by Daesh.</p> more like this

answer text <p>We condemn all violence across Nigeria, including the recent kidnapping in Kaduna state and the murder of Fr. Isaac Achi in Niger state. Events such as these are occurring across Nigeria as conflict and insecurity rises. The Minister of State for Africa &amp; Development recently discussed this challenge with some of Nigeria's leading presidential candidates and with the Governor of Kaduna. The UK is supporting Nigeria to tackle this issue, and fulfil its constitutional commitment to Freedom of Religion or Belief, by strengthening military capabilities, human rights compliance, policing, and anti-kidnap capacity through our UK-Nigeria Security and Defence Partnership. The UK Government continues to raise Mr Bala's case with the Nigerian authorities, most recently with the Kano State Government on 19 January.</p> more like this

answer text <p>I raised the treatment of Ahmadi Muslims with Pakistan's Minister for Human Rights, Mian Riaz Hussain Pirzada on 30 January. On 9 January, Minister of State for Development Andrew Mitchell also raised this issue with Prime Minister Shehbaz Sharif. On 14 October 2022, I raised forced conversions with Pakistan's Minister for Human Rights. We are not prepared to discuss the detail of individual cases where to do so could put individuals and their families' lives at risk.</p> more like this

answer text <p>The requirement for the Duchy of Cornwall to seek Treasury consent before referring a matter to arbitration are contained in section 18 of the Duchy of Cornwall Act 1863.</p><p> </p><p>This requirement would only arise in very specific and narrow circumstances, where both the Duchy and the counterparty with whom the Duchy has a dispute elect that the matter be settled by arbitration. Treasury consent is not required where the Duchy is otherwise statutorily bound to enter into arbitration proceedings.</p><p> </p><p>Since the start of 2001, His Majesty’s Treasury has received no applications to start arbitration proceedings under the Duchy of Cornwall Management Act 1863. The costs of establishing whether any application was received prior to that date could only be provided at disproportionate cost.</p> more like this

answer text <p>On 23 January 2023, we set out details on how £150 million of capital investment, first announced at the 2021 Spending Review, will be used to improve mental health urgent and emergency care infrastructure. This includes funding for 150 schemes across the country on a fair shares basis, reaching all 42 integrated care boards.</p><p>This will support the building and expanding of capacity for health-based places of safety, section 136 suites and mental health assessment, care and treatment units. It will also support crisis cafes, crisis houses and broader improvements to crisis lines and accident and emergency departments, as well as the procurement of up to 100 specialised mental health ambulances over the next two years. This will provide care in more appropriate spaces for those experiencing a mental health crisis and will reduce pressure on wider parts of the healthcare system.</p> more like this

answer text <p>There is currently no limit on how many times the Life in the UK test may be re-taken. The latest pass rate for the Life in the UK test is published in <em>Visas and Citizenship data: Q3 2022 - GOV.UK (www.gov.uk)</em>. The pass rate for applicants from Hong Kong is not available in a publishable format.</p><p>The Life in the UK test is important for anyone applying to settle permanently in the UK to ensure they have an understanding of the democratic principles underlying British society and aspects of our culture and traditions. We intend to set out our plans to review the Life in the UK handbook as part of wider nationality reforms in the first half of next year.</p> more like this
