Civilians must be protected and the violence must stop. The UK is supporting the Office of the UN High Commissioner for Human Rights to ensure that their joint investigation into atrocities in Tigray, with the Ethiopian Human Rights Commission, is independent, transparent and impartial and holds the parties to this conflict directly responsible for their actions. It will issue its report on 1 November. answer	answer is ministerial correction date of answer 29/10/2021 answer text <p>On 16 October, the Minister for Africa announced an additional £29 million of humanitarian aid to people affected by the catastrophic conflict in northern Ethiopia. She has called on all parties in Ethiopia to urgently agree a ceasefire to allow humanitarian aid through and for the Ethiopian Government to lift the de facto blockade of humanitarian relief into the Tigray region. Part of this additional funding aims to improve the logistical capability of the UN to deliver aid into Tigray. We continue to push both sides of the conflict to prioritise the wellbeing of people in need in northern Ethiopia and allow the flow of badly needed humanitarian assistance.</p><p>This conflict has caused a humanitarian catastrophe, with the UN estimating that 5.5 million people face acute food insecurity. Over 400,000 people in Tigray are experiencing famine-like conditions. The UK's Special Envoy for Famine Prevention and Humanitarian Affairs, Nick Dyer had visited Ethiopia in September where he concluded that the humanitarian situation has significantly deteriorated and the risk of famine is high. As part of ensuring that Defence has a suitably qualified workforce, we train personnel in a variety of different categories of driving licences. This is primarily to enable the safe operation of military vehicles and equipment in worldwide operations and qualified personnel are regularly deployed overseas. The NSO is a cross-Government office hosted within the Ministry Of Defence reporting directly to the Secretary of State for Defence in his role as Shipbuilding Tsar. The NSO was formally announced during London International Shipping Week in September 2021 and will work across Government to align Departmental activity with the vision, endorsed by both Government and industry, to create a globally successful, innovative and sustainable shipbuilding enterprise that works for all parts of the UK.</p><p>The NSO's remit spans the entire shipbuilding enterprise, including commercial shipbuilding and repair. answer	answer is ministerial correction date of answer 02/11/2021 answer text <p>It remains the Government’s intention to implement the insolvency and director disqualification measures announced in 2018 as soon as parliamentary time allows.</p><p>The Government’s latest plans for improving corporate governance are set out in the White Paper, <em>Restoring Trust in Audit and Corporate Governance</em> published on 18 March 2021. This sets out a wide range of proposals, including options for strengthening boardroom accountability for effective internal control systems and proposals to give the regulator new enforcement powers relating to breaches of directors’ statutory duties relating to corporate reporting and audit. The White Paper also sets out proposals for strengthening the law on dividends and capital maintenance. answer	answer is ministerial correction date of answer 03/11/2021 answer text <p>Sentencing guidelines are issued by the Sentencing Council for England and Wales, which is independent of Parliament and Government. When sentencing, courts are required by law to follow any relevant guidelines, unless satisfied that it would be contrary to the interests of justice to do so.</p><p> </p><p>Reflecting the principles established by the Court of Appeal in <em>R v Petherick</em>, the Council’s <em>Imposition of Community and Custodial Sentences</em> sentencing guideline is clear that, where an offender is on the cusp of custody, imprisonment should not be imposed where there would be an impact on dependants which would make a custodial sentence disproportionate to achieving the aims of sentencing. Even where the impact on dependants would not make a custodial sentence disproportionate, the <em>Imposition </em>guideline makes clear that the court should determine the shortest custodial sentence commensurate with the seriousness of the offence and also requires sentencers to consider whether a sentence can be suspended. The factors for sentencers to consider which might indicate circumstances in favour of suspending a custodial sentence include ‘realistic prospect of rehabilitation’, ‘strong personal mitigation’ and ‘where immediate custody will result in significant harmful impact upon others’.</p><p> </p><p>Sentencing guidelines also specify that being a ‘sole or primary carer for dependent relatives’ is a mitigating factor, which can be taken into consideration by the courts when determining a sentence. In 2019, the Council issued an expanded explanation for this factor which clarifies that where custody is unavoidable, consideration of the impact on dependants may be relevant to the length of the sentence imposed and whether the sentence can be suspended.
