answer text <p>Gowns and overalls were ordered by the Royal Free Trust from a new supplier in Turkey. Further supply from the manufacturer was held in country as it was already clear looking at the first batches that the quality was suspect and not suitable for use in the National Health Service.</p><p>Once the first batches were seen and the quality was identified as a concern, the United Kingdom Embassy team in Turkey and the Turkish Government helpfully stepped in and provided some Turkish Government-sourced gowns which met UK standards to make up the order.</p><p>Discussions are underway between the Royal Free Trust and the UK distributor to agree a refund or acceptable alternative product.</p> more like this

answer text <p>Delivering capital investment is a complex process and it takes time to be done thoroughly and professionally, alongside delivering the everyday healthcare services. There is a necessary process of assurance to ensure the outcome is as intended i.e. it transforms services for the benefit of patients. This process is led by the trust, and includes a number of business case checkpoints. Funding is usually provided when the Full Business Case has been approved.</p><p>Since the original announcement in July 2017, additional funding has been allocated to the first wave of sustainability and transformation partnerships schemes. The total allocation for these schemes is £445 million, subject to relevant business case approvals. Of the total allocation, 21% has been received by trusts as of 12 October 2020.</p><p>Future National Health Service capital funding will be determined as part of the Department’s multi-year settlement at the upcoming Spending Review.</p> more like this

answer text <p>The Health and Social Care Act 2012 established a level playing-field in which any qualified provider can provide National Health Service-funded services to encourage greater diversity of supply and improve patient choice. As such, it is vital that all providers, be they NHS or private sector, operate within existing VAT legislation as applicable to their particular entity.</p><p>Initial responses to the HM Treasury consultation on changes to S41 of the 1994 VAT Act are due by 19 November 2020. There are no plans to pause proposals for NHS trusts to form or make changes to subsidiary companies.</p> more like this

answer text <p>Supporting everyone’s mental wellbeing, including girls and young women, is a priority for this Government. National Health Service mental health services have remained open for business throughout this time, including delivering support digitally and by phone. For those with severe needs or in crisis, NHS mental health providers have established all-age 24 hours per day, seven days a week mental health crisis lines.</p><p>We have launched a mental wellbeing campaign for children and young people, extending Public Health England’s Every Mind Matters webpage with content specifically for young people.</p> more like this

answer text <p>I apologise for the delay in answering this question. The Public Health (Control of Disease) Act 1984 (as amended by the Health Protection Act 2008), (b) Public Health etc. (Scotland) Act 2008 and (c) Public Health Act (Northern Ireland) 1967 enable the UK Government and devolved administrations to take a flexible approach according to the data in different parts of the UK. Public health is devolved and different underpinning legislation is required to enable interventions in different parts of the UK - even where those interventions may be similar. We will continue to work closely with the devolved administrations on the substance of our response.</p> more like this

answer text <p>It is our priority to ensure that everyone receives the right care, in the right place, at the right time. This includes ensuring people are discharged safely from hospital to the most appropriate place, and they receive the care and support they need.</p><p> </p><p>Building on the commitments of the Adult Social Care Winter Plan, we are working with the Care Quality Commission (CQC) and the NHS to ensure that everyone due to be discharged to a care home has an up-to-date COVID-19 test result, with anyone who is COVID-positive being discharged to a setting that the CQC has assured is able to provide care and support for people who are COVID-positive.</p> more like this

answer text <p>Local providers have been asked to produce plans for how they will meet the key actions outlined in the phase 3 guidance issued by NHS England at the end of July. The ambition is to recover elective services in October to 90% of last year’s levels for admissions and 100% for outpatients. In September, the National Health Service carried out 80% of the planned hospital inpatient procedures which it delivered last year, as well as 96% of last year’s level of computerized tomography (CT) scans and 86% of MRI scans.</p><p>We will do everything possible to tackle waiting lists between now and winter, but this must be done in a safe and managed way ensuring that we maintain the capacity for any further surge in COVID-19 activity.</p> more like this

answer text <p>Ministers regularly meet adult social care sector organisers including provider representatives and providers themselves to discuss current issues including the impact of COVID-19 on the sector.</p><p>Decisions on commissioning and provider occupancy rates are a matter for individual local authorities, who have a duty to ensure a sustainable and high quality adult social care market in their areas.
