The Home Secretary has the power to exclude non-British nationals from the UK if he believes they represent a serious threat to our society. Exclusion decisions are taken on a case-by-case basis by Ministers.</p><p>Irish citizens have long held a status in the UK as part of the Common Travel Area (CTA) arrangements, reflecting the close ties between the UK and Ireland. These arrangements, which mean Irish citizens can live, work, study and access benefits and services in the UK without being subject to a requirement to obtain leave to enter or remain, do not prevent an Irish citizen from being excluded or deported from the UK.</p><p>The UK’s approach since 2007 has been to only consider Irish citizens for deportation where a criminal court has recommended deportation or conviction or where the Secretary of State concludes that due to the exceptional circumstances of the case the public interest requires deportation. answer	answer is ministerial correction date of answer 19/03/2019 answer text <p>Once the UK leaves the European Union, the legislation that provides for the holding of European Parliamentary elections will no longer be necessary.</p><p>The European Union (Withdrawal) Act 2018 (“the 2018 Act”) repeals the underlying pieces of legislation providing for the holding of European Parliamentary elections. The repeal of these provisions will come into effect on such a day as is set out in commencement Regulations. The European Parliamentary Elections Etc. (Repeal, Revocation, Amendment and Saving Provisions) (United Kingdom and Gibraltar) (EU Exit) Regulations 2018 were made on 3rd December 2018 under powers in the 2018 Act. We will continue to engage with the regulators and industry to ensure people continue to have real choice over how they spend their money, recognising that cash is particularly important to the most vulnerable members of our society.<p> </p><p>The Government-established Payment Systems Regulator is closely monitoring developments within ATM provision. It has used its powers to hold LINK to account over LINK’s commitments to preserve the broad geographic spread of the ATM network.</p><p> </p><p>Last year, Government conducted a call for evidence on cash and digital payments in the new economy. This sought to gather evidence on how changing preferences for cash and digital payments impact on different sectors, regions and demographics. It will consist of between 11 and 13 Board members plus the Chair. The Chair will be appointed by my rt. hon. Friend the Secretary of State, following the public appointments process, while the remaining Board members will be appointed by the Chair from a short list provided by the FRC Nominations Committee. The Committee will be required to follow the recommendations on diversity made in the Independent Review of the FRC and the Secretary of State will retain a veto over any of the appointments. All posts will follow an open and transparent recruitment process.</p><p> </p><p>Preliminary work for appointing the Chair and Board members has begun. We expect a Chair to be in place by the end of 2019, with an announcement shortly before. We strongly advocate the principle that international protection should be sought, and is most effective when given, in the first safe country a refugee arrives in.</p><p>We also have a duty to secure our border. Close cooperation with partners such as France is designed to deter illegal migration and the organised crime that enables it, while encouraging and supporting effective access to protection in France by those who need it is entirely consistent with that approach.
