The UK - Overseas Territories Joint Ministerial Council on EU Negotiations provides a mechanism for dialogue between the Overseas Territories and the Government. It ensures representatives can share their assessments about the potential effects of EU Exit scenarios on their Territories. Gibraltar, as the only Overseas Territory in the EU, has its own Joint Ministerial Council (Gibraltar EU Negotiations). answer	answer is ministerial correction date of answer 11/10/2018 answer text <p>HM Revenue &amp; Customs has received a number of representations from the tobacco industry and others about the implementation of a track and trace system.</p><p> </p><p>As I set out in my previous answer, the government is committed to meeting the requirements for independence from the tobacco industry as per Article 8 of the WHO FCTC Protocol to Eliminate the Illicit Trade in Tobacco Products.</p><p> </p><p>The track and trace system will be implemented under the EU Tobacco Products Directive. The implementing legislation for the Directive specifies strict and comprehensive criteria by which independence from the tobacco industry is determined. Providers of the track and trace system will need to demonstrate to HM Revenue &amp; Customs that they satisfy this criteria both before and during the period they provide the services required as a condition of holding the respective contracts. answer	answer is ministerial correction date of answer 16/10/2018 answer text <p>The Government has fundamentally reformed regulation of the consumer credit market, including high-cost credit, transferring regulatory responsibility from the Office of Fair Trading (OFT) to the Financial Conduct Authority (FCA) on 1 April 2014. This more robust regulatory system is helping to deliver the Government’s vision for a well-functioning and sustainable consumer credit market which is able to meet the needs of all consumers.</p><p> </p><p>The Government welcomed the FCA’s update on it’s high-cost credit review in May. The FCA has identified a need to intervene to protect vulnerable consumers in the rent-to-own market, and is considering a cap on the cost of rent-to-own.
