answer text <p>My Department is currently based in two sites; Stormont House in Belfast and 1 Horse Guards Road in London. Both sites are leased, with the responsibility for insulation of premises resting with the respective landlords.</p><p>Whilst the Northern Ireland Office still utilises a small area of accommodation at Hillsborough Castle for Ministers, Historic Royal Palaces took over responsibility for management of the Castle on 1 April 2014 and they are now responsible for insulation of the premises.</p><p> </p><p> </p><p> </p> more like this

answer text <p>One of the Northern Ireland Office’s key objectives for the commemoration of the decade of centenaries of 1912-1922 is to work with the Irish Government to promote greater understanding of our shared history.</p><p>I am aware that on 12 November 2014 the Irish Government launched its programme for the centenary of the Easter Rising. answer text <p>I discussed the Smith Commission with Nicola Sturgeon on 19 November following her election as First Minister of Scotland. I made clear the Government’s commitment to continue to deliver on the vow made by the three pro-UK parties for further powers to the Scottish Parliament and to stick to the clear timetable set out.</p><p> </p><p>I look forward to further discussion with the First Ministers of Scotland and Wales, and the First Minister and Deputy First Minister of Northern Ireland on improving inter-governmental working, one of the key recommendations of the Smith Commission.</p> more like this

answer text <p>The Department for Transport understands the social benefits of having audio and visual announcement systems on buses, and we are keen to encourage operators and local authorities to invest in this technology, where possible.</p><p> </p><p>However, there is a need to be realistic about the cost of installing and maintaining this technology and the financial burden this could place on smaller, local bus operators. We therefore have no plans to make these systems mandatory on all new buses.</p><p> </p><p>The ‘All Aboard’ technology competition was launched by my noble colleague, the Minister of State for Transport, Baroness Kramer, on 24<sup>th </sup>October 2014 and will challenge our talented students around the country to come up with cost-effective ideas about how to provide passengers with accessible on-board information. The competition will run until February 13<sup>th</sup> 2015 and its outcome will be considered after this date.</p><p> </p> more like this

answer text <p>The Department is supportive of the principles and the benefits of competition that open access can bring, such as greater choice and lower fares for some passengers. Open access operators have helped to provide new services for passengers and grow new rail markets.</p><p> </p><p>However, these benefits must be set against the need to reduce the overall cost of the railway to taxpayers and balanced against the potential to abstract passenger revenue from franchised operators.</p><p> </p><p>Decisions on granting access rights to operate railway services are the responsibility of the independent Office of Rail Regulation (ORR). ORR does not normally approve access rights for new competing services, including open access services, which would not generate at least 30p of new revenue for every £1 abstracted from existing operators. ORR also takes account of the total amount of abstraction from franchised operators in order to consider the effect this may have on the funds available to the Secretary of State for the purposes of his functions in relation to railways and railway services.</p><p> </p><p>The Department is continuing to develop the franchising approach and to engage with prospective operators about the opportunities within the railways in England and Wales. The pre-qualification process, which is the first stage operators face in the franchising competition process, is designed to ensure a field of appropriately qualified operators to meet the requirements of passengers and the Department; the process has been recently adapted to specifically encourage new entrants and partnerships.</p><p> </p><p> </p>
