answer text <p>The UK is committed to the prevention and punishment of genocide as appropriate under the Genocide Convention, to which the UK is party. It is the long-standing policy of the British Government that any judgment as to whether genocide has occurred is a matter for a competent national or international court, rather than for governments or non-judicial bodies. However, this policy does not inhibit the UK from taking robust action to address the egregious human rights abuses committed by Daesh.</p><p>We condemn in the strongest terms the atrocities committed by Daesh against all civilians, including Yazidis, Christians, and other minorities, as well as Muslim populations in Syria and Iraq. We note the conviction in a German court on 30 November 2021 of a former Daesh fighter for war crimes, crimes against humanity and genocide. We are following this case and its review closely. We will continue to use our position at the UN, including as a permanent member of the UN Security Council, to raise situations of concern and to support the deployment of all appropriate tools available to the UN in dealing with potential mass atrocities. Our focus is always on securing an end to violence and protecting civilians.</p>

answer text <p>The latest design for works within Euston Approaches are within the limits of deviation specified in the High Speed Rail (London - West Midlands) Act 2017. It should be noted that these designs are well developed, but not yet finalised in all areas. As the design of the Euston Tunnels is developed and finalised, HS2 Ltd will continue to check that it is compliant with the scope and requirements prescribed in the Act and the Environmental Statement. answer text <p>The date and means to fully decarbonise the Whitehall Boiler System are not currently known, as the next phase (Phase 2) of the project to reduce carbon emissions / decarbonise is currently undergoing a feasibility / options appraisal and is anticipated to be the subject of an investment decision as part of the next spending review (SR).</p><p><strong> </strong></p><p>Phase 1 includes installation of pipework lagging (completed 2021/22) and replacing heat exchangers to lower the operating temperature (to be completed from 2022/23). Phase 1 will result in a carbon saving of approximately 17%.</p><p><strong> </strong></p><p>Phase 2 is anticipated to run from 2024 to 2028 and include delivery of Ground Source Heat Pumps to achieve carbon savings of approximately 71% (including Phase 1 carbon savings).</p><p><strong> </strong></p><p>Phase 3 is a further potential scheme that could connect into a wider district heating system anticipated from 2026 to 2035. Phase 3 could achieve carbon savings of approximately 92% (against current emissions).</p><p> </p>

answer text <p>Vaccine effectiveness against emerging variants is continuously assessed. There is currently insufficient data for a robust assessment of the effectiveness of COVID-19 vaccines against mild or severe disease with the Omicron BA.4 and BA.5 variants. However, preliminary analyses indicate that the vaccination status of cases infected with BA.4 and BA.5 is not significantly different to that of cases infected with BA.2, suggesting that protection conferred by the vaccines likely remains comparable.</p><p>Moderna and Pfizer are conducting clinical trials for Omicron-specific variant vaccines, with the intention of making these available in the second half of 2022.</p><p>The Government continues to be guided by the advice of the Joint Committee on Vaccination and Immunisation (JCVI) on COVID-19 vaccinations. On 15 July 2022, the JCVI issued advice on an autumn booster vaccination programme. This advice states that a booster dose should be offered to residents in a care home for older adults and staff working in care homes for older adults; frontline health and social care workers; all adults aged 50 years old and over; persons aged five to 49 years old in a clinical risk group; persons aged five to 49 years old who are household contacts of people with immunosuppression; and persons aged 16 to 49 years old who are carers.</p>

answer text <p>As I stated in my response to HL302 on 6 June and HL811 on 23 June, the Cabinet Office does not hold departmental information about civil servants in UK-based senior leadership roles working from abroad.</p><p><strong> </strong></p><p>Working abroad has always been by exception in the Cabinet Office and is not permitted unless there is a specific business need or under the most exceptional of circumstances (an example of which might be where an employee’s partner is a civil servant and is permanently posted abroad).</p><p><strong> </strong></p><p>This is still the current position of the Cabinet Office. In future, we will ensure that communications are sent to departments, as part of wider communications on senior resourcing, to highlight that departmental records should be kept up to date.</p><p> </p> more like this
