answer text <p>The UK has been at the forefront of demonstrating that there are meaningful consequences to malicious cyber activity. We co-ordinate closely with a wide range of international partners. We share our analysis of the threat and our experience in responding in order to increase the capabilities and commitment of countries around the world to respond and deter malicious cyber activity. We have a network of cyber attachés across the world who work with international partners to raise awareness and build capacity to defend against cyberattacks including coordinating on our approaches to attributing malicious cyber activity.</p><p>Hostile actors must understand that irresponsible behaviour in cyberspace will carry costs. The UK has been at the forefront of demonstrating these consequences coordinating the use of existing tools and working to put in place new tools such as EU and UK cyber sanctions regimes. In 2020 the UK, working in solidarity with the EU, imposed cyber sanctions on 12 entities and individuals from China, Russia and DPRK. Since 2017, working in solidarity with a growing coalition of international partners we have attributed a number of malicious cyber incidents to Russia, China, DPRK and Iran including attacks including NotPetya, WannaCry, Sandworm, APT28, APT10 and the Solarwinds compromise.</p>

answer text <p>In response to Recommendation 6 from the Windrush Lessons Learned Review, the department is launching a learning programme over the summer, with full implementation from autumn 2021.</p><p>To develop the approach and learning content we have conducted a training needs analysis which examined the learning needs of our staff and enabled consultation with key stakeholders. In line with Wendy Williams’ requirements set out in the Comprehensive Improvement Plan, we engaged with external stakeholders to shape the learning products.</p><p>We plan to launch the first stage of learning activity this month. This will be a series of pages linking to historical Windrush related resources on the Home Office intranet page, available to all Home Office staff members. This follows increased and extended consultation, which was considered necessary ahead of the launch.</p><p>Consultation, scoping and build is underway to develop the full range of bite-sized, blended learning products with experts from external organisations and academia informing content design and considerations.</p><p>Further materials and resources will become available for staff across the summer period to build momentum and boost conversations. These products are designed as a pre-curser to the full launch from beginning of Quarter 3.</p>

answer text <p>Working with international partners to deter and respond to malicious cyber activity is a core part of the Government's approach. As a responsible and democratic cyber power, the UK is at the forefront of developing a shared international understanding of the laws and norms that govern states' conduct in cyberspace. Earlier this year the UK submitted its national contribution on the application of international law to cyberspace to the UN's Group of Government Experts, for their consensus report on advancing responsible state behaviour in cyberspace. Furthermore, the UK was key to the establishment of a European cyber sanctions regime in 2019 and remains committed to working with our European allies to respond to malicious cyber activity.</p> more like this

answer text <p>We are committed to developing and publishing an Ethical Decision-making Model as part of the Windrush Comprehensive Improvement Plan and in response to Recommendation 17 of the Windrush Lessons Leaned Review.</p><p>The purpose of the model is to prompt decision makers to consider the impact of their proposed decision and whether there are any unintended consequences, ensuring that the right decision is made first time.</p><p>The model does not replace existing immigration legislation, rules, or guidance, nor does it constitute a separate route for caseworkers to exercise discretion or grant leave.</p><p>We are committed to publishing the ethical decision-making model and intend to do so by the autumn.</p> more like this

answer text <p>The Foreign, Commonwealth and Development Office’s (FCDO) International Programme (IP), and within it the Gulf Strategy Fund (GSF), is a vital tool in promoting positive change and reforms across the world, including in the Gulf. The Government’s programmes help its partners to continue their human rights reform, address key climate change and green growth opportunities and challenges, tackle illicit finance, improve marine conservation, promote economic diversification, promote diversity and inclusion including on LGBTQ+ rights, and develop their institutions.</p><p> </p><p>All cooperation through the IP, including the GSF, is subject to rigorous risk assessments to ensure all work meets the Government’s human rights obligations and values. The Government does not shy away from raising legitimate human rights concerns, and encourages other states to respect international law.</p><p> </p><p>The Government now publish an annual summary of the GSF’s work on gov.uk. The Government will not publish further information where doing so presents risks to its staff, programme suppliers and beneficiaries, or which may impact its relationships with international partners, and therefore its ability to influence their reform efforts.</p><p> </p><p>The Government will provide updates on an annual basis.</p>
