We have increased and introduced new penalties for littering and fly-tipping and given councils the power to stop and seize vehicles of suspected fly-tippers. In early February 2021, we held roundtables for groups of stakeholders to discuss potential measures to end the use of horticultural peat. We intend to publish a formal consultation in 2021 on further measures to end its use.</p><p> </p><p>In 2019, peat extraction accounted for an estimated 2.4 million tonnes of CO<sub>2</sub> emissions in the UK, or 0.5% of the UK’s total. For England, the figure is 0.2 million tonnes. It enables the transfer of levy, collected at slaughter, between the English, Scottish and Welsh levy bodies. This will recognise that in some cases, animals have spent some of their life and gained some of their value in another part of Great Britain. The Government has committed to publish a new tobacco control plan for England later this year, to deliver its ambition of a smoke-free country by 2030. They are therefore outside the scope of the agency regulations enforced by the Employment Agency Standards (EAS) Inspectorate, which regulate the relationship between the agency and work-seeker.</p><p> </p><p>The Government will continue to work with the recruitment sector to seek compliance with existing regulations. Government will also continue to ensure current regulations remain fit for purpose, drawing on the expertise of trade bodies and businesses in the sector. Consular staff are in regular contact with him and continue to seek updates on his case from the Croatian courts. As set out in the Vienna Convention on Consular Relations, we cannot interfere in the internal affairs of other countries, or bypass their laws, just as we would not accept similar interference here. As part of our consular assistance to British nationals overseas we can raise concerns about individuals on diplomatic channels. I spoke to the Monegasque Foreign Secretary and the Croatian State Secretary for European Affairs on 13 November 2020 and sought assurances that both authorities would treat Mr Taylor fairly.
