An inclusive dialogue led by the region remains one of the only viable options to resolve the ongoing political crisis and we encourage the region to engage fully in this process. We repeatedly raise our concerns with the Government of Burundi and at the UN Human Rights Council and UN Security Council to keep the international spotlight focused on resolving the crisis. The UK wants genuine dialogue with Burundi once it has taken demonstrable steps to improve human rights, and to make progress towards stability.</p><p>We are concerned by the findings of the report of the Commission of Inquiry on Burundi that Burundi is at risk of atrocities. We continue to look to the UN and in particular the Commission of Inquiry, to assess whether the criteria as stipulated in the 1948 Convention on the prevention and Punishment of Genocide is at risk of being met. answer	answer is ministerial correction date of answer 01/10/2019 answer text <p>In 2006, the M42 J3a-7 section was the first smart motorway in the UK to make use of the hard shoulder as an additional lane at peak times. It was comprehensively monitored and evaluated over its first 3 years of operation.</p><p> </p><p>The results of this evaluation were documented in published reports setting out the performance against all these criteria. As one year is not sufficient to conclusively evaluate safety performance, this was evaluated again after 3 years of operation.</p><p> </p><ol><li>Overall, journey times decreased between an average of 24% (northbound) and 9% (southbound). This equates to a statistically significant reduction in journey times of approximately 4 minutes (northbound) and 1 minute (southbound). <strong>1-year report.</strong></li><li>Overall there was a reduction in the number of personal injury accidents and the severity of accidents during the first 36 months of operation (from average 5.08 accidents per month to average 3.17 accidents per month).<strong> <strong>3-year report.</strong></strong></li><li>Most vehicle emissions reduced by between 4 and 10 percent. Fuel consumption also reduced by 4%.<strong><strong><strong><strong> <strong>1-year report.</strong></strong></strong></strong></strong></li><li>Compliance to variable mandatory speed limits on the main carriageway at least 94% or better at 70mph, 60mph and 50mph and 84% or better at 40mph. On Saturday 17 August, there was 1, and on Sunday 18 August, there were 6.</p><p> </p><p>It is worth noting that many passengers may have chosen to travel over this weekend as they could not travel over the weekend 24-26 August 2019, the August bank holiday, due to planned major engineering works that closed the East Coast Main Line out of London Kings Cross. Also, there was significant disruption to services the previous weekend, due to a national power supply failure on 9 August 2019, which may have resulted in customer deferring travel plans to the weekend of 16-18 August 2019.</p><p> </p><p>LNER is currently introducing its new Azuma intercity train fleet. This will be one of biggest fleet upgrades in a generation, marking a step change for passengers on the route, with the new trains bringing greater seating capacity, connectivity and enabling reduced journey times. Investigations are being undertaken by both Siemens and Govia Thameslink Railway to understand why some trains did not restart and what needs to be done to ensure that trains restart in future. The rail industry must play its part in achieving this target.</p><p> </p><p>We are working with Network Rail to develop a costed decarbonisation network strategy which will inform decisions on the scale and pace of rail decarbonisation. This work will consider the full range of available technologies and identify which is most appropriate for each part of the rail network.</p><p> </p><p>Decisions on rolling stock will be taken as part of this wider strategy, alongside decisions on infrastructure.
