The Department recently launched a consultation on proposals to ban tyres aged 10 years or older on heavy goods vehicles, heavy trailers, buses, coaches and minibuses. I encourage all interested parties to provide feedback on the consultation.</p><p> </p><p>Expert opinion from the Coroner’s inquests into two fatal road collisions and independent research commissioned by the Department provided evidence to support our proposals. answer	answer is ministerial correction date of answer 06/08/2019 answer text <p>No such assessment has been made, however the Secretary of State's ‘Statutory Guidance to Local Authorities on the Civil Enforcement of Parking Contraventions’ advises on the immobilisation/removal of vehicles. Very few authorities now use immobilisation as it prevents law abiding motorists from using valuable kerb space. The Department is of the view that it should only be used in limited circumstances. Where a vehicle is causing a hazard or obstruction the enforcement authority should remove rather than immobilise. It does not provide support to Congolese refugees. We continue to monitor the overall humanitarian situation in Burundi, including that of Congolese refugees, given ongoing risks in the country.</p><p> </p><p>The UK also remains committed to reducing poverty and instability in the Democratic Republic of Congo (DRC) – a key driver for migration to neighbouring countries. Families including children may be subject to such restrictions as a consequence of their immigration status where they have been granted temporary leave to remain, or where they require leave but do not have it. The expectation is that the majority of people granted time-limited leave under the Immigration Rules, including those entering as visitors, workers, students and those on the path to settlement, will support themselves without placing pressures on taxpayers.</p><p>Families granted time-limited leave in the family and private life route can request the Home Office to lift conditions restricting access to public funds to avoid destitution.
