This is an abhorrent trade which causes suffering to the smuggled dogs and puts the health of pets and people in the UK at risk. Defra is working hard to tackle the problem through a comprehensive approach that seeks to target both the supply and demand of illegally imported dogs.</p><p> </p><p>International engagement is one aspect of this approach. It takes place through Defra, with input from APHA intelligence and expertise. Under Article 26 of EU Regulation 1/2005 (on the protection of animals during transport and related operations), Defra notify Member States of the origin of the transporter where a welfare issue with an import has been identified. We send these to notify the Member State so that they can take remedial action to ensure that the transporter complies in future. The notifications include details of passports and certificates. The UK Chief Veterinary Officer (CVO) has written to her counterparts in countries where illegally imported dogs typically originate, including (most recently) her counterparts in Hungary and Serbia. answer	answer is ministerial correction date of answer 25/07/2019 answer text <p>Currently there are no restrictions that limit the administration of dermal fillers on young people under the age of 18 years old.</p><p>The Department is exploring options to introduce age restrictions on access to cosmetic procedures, bringing them in line with legislation on tattoos, teeth whitening and the use of sunbeds. From May 2020 all dermal fillers, irrespective of their composition and intended use, will be regulated as medical devices under Annex XVI of the Medical Device Regulations (EU 2017/745). The new Regulations will significantly improve the quality and safety of dermal fillers.</p><p>The Government is committed to improving the safety of cosmetic procedures through better training for practitioners, and clear information so that people can make informed decisions about their care. The most recent study was published in 2016 and was an assessment of the December 2015 registers.</p><p>The study provided findings on attainers for Great Britain and separately for Northern Ireland. The only reliable method for assessing registration levels (the completeness of the registers) is through research using house-to-house surveying, to gather data on residents and match this against information held on the electoral registers.</p><p>The Commission carries out such studies at regular intervals but they do not allow for an assessment of registration for individual local authorities, which would be prohibitively expensive owing to the size of sample required.</p><p>As part of the Commission’s guidance and support programme for electoral administrators, it works closely with the electoral community to identify and share good electoral practice. answer	answer is ministerial correction date of answer 26/07/2019 answer text <p>In its democratic engagement plan, Every Voice Matters: Building a Democracy That Works For Everyone, the Government explored key barriers to registration identified through research and face to face engagement. We are tackling these barriers, including those faced by survivors of domestic abuse, homeless electors and young people, and have reported on our progress in our follow up report, Democratic Engagement: Respecting, Protecting and Promoting our Democracy.</p><p>Although it did not emerge as a factor in its own right, we are aware of the potential contribution that lack of literacy makes to the under registration of a number of groups, such as those with learning disabilities, homeless people and those with specific language barriers.</p><p>The voter registration website is reviewed regularly to ensure it meets the Government’s service design standards to make it as easy to use as possible and we have produced easy read guides to registering to vote in partnership with Mencap. answer	answer is ministerial correction date of answer 03/09/2019 answer text <p>In September 2017 the Government launched a Call for Evidence to find out how people with disabilities experience registering to vote and voting itself. The government responded to this in August 2018 and is working with organisations such as the RNIB and the Royal Mencap Society in overseeing delivery of the actions contained in the Government’s response and more widely.</p><p>These actions include reviewing the online registration system, utilising opportunities to promote awareness for groups representing disabled people, such as in National Democracy Week, providing information in Easy Read format and making use of sight registers held by local authorities in England to support more and better information being made available.</p><p><br>Improvements in place and intended for the voting process also support participation and include improved training of polling station staff to provide better support to voters with sight loss and those who have a learning disability and consideration of options for equipment for people with disabilities to use when voting.</p> answering member constituency Torbay answering member printed Kevin Foster question first answered 03/09/2019 13:28:33 answering member 4451 label Biography information for Kevin Foster

answer	answer is ministerial correction date of answer 26/07/2019 answer text <p>Regulation 23 of the Representation of the People (England and Wales) Regulations 2001 and the Representation of the People (Scotland) Regulations 2001 gives Electoral Registration Officers (EROs) wide-ranging powers to request whatever information and data they require for the purposes of maintaining the electoral registers. EROs are therefore entitled to request datasets from organisations which would help them undertake their registration functions.</p><p>Online applications via the Register to Vote website are verified via the Individual Electoral Registration Digital Service (IER DS) using Department for Work and Pensions data. EROs also use local government data in carrying out their registration duties.
