We have acted to increase the incomes of the poorest in society, for example, by increasing the National Living Wage and announcing a £4.5 billion cash boost to Universal Credit in the last Budget. We are also working with the Social Metrics Commission, and other experts in the field, to develop new experimental statistics which will help us to find new and better ways to analyse poverty in this country. These will be published in 2020 and, in the long-run, could help us target support more effectively.</p><p> </p><p>Through our Jobcentre network, we are taking wider action to support vulnerable claimants. Advances of up to 100 per cent of a claimant’s expected Universal Credit award are available from day one of their claim, if required. Advances are paid back over a maximum of 12 months and in the Autumn Budget 2018, we announced that from October 2021, the payback period for these advances will be extended further, to 16 months.</p><p> </p><p>This is just one of a number of measures the Department has put in place to support claimants during their first assessment period, such as removing waiting days and paying those claimants moving from Housing Benefit onto Universal Credit a two week ‘transitional housing payment’. answer	answer is ministerial correction date of answer 23/07/2019 answer text <p>We have no current plans to establish a national fuel fund.</p><p>The Government provides support to those struggling with their gas and electricity bills through:</p><p>• The Warm Home Discount, which provides a £140 rebate to more than two million households;</p><p>• Winter Fuel Payments, that provides £200-300 to pensioners, ensuring that they can keep warm during the colder months; and</p><p>• Cold Weather Payments, which were automatically provided to more than one million households during winter 2018-19.</p><p>In addition, the default tariff cap protects all consumers on default tariffs from being overcharged and Ofgem’s safeguard price cap protects consumers on pre-payment meter tariffs.</p><p>The most sustainable approach to decreasing energy bills is improving energy efficiency.</p><p>• The Energy Company Obligation drives £640 million of investment annually into improving the efficiency of low income and vulnerable households.</p><p>• The Minimum Energy Efficiency Standards require landlords spend up to £3500 (including VAT) improving their rented properties to EPC Band E.</p> answering member printed Lord Henley question first answered 23/07/2019 13:45:57 answering member 2616 label Biography information for Lord Henley

Households where all adults are in work are around 6 times less likely to be in relative poverty than adults in a household where nobody works. Compared to 2010, there are 3.7 million more people in work and around 1 million fewer workless households.</p><p> </p><p>We have worked with food insecurity experts, the Office for National Statistics and the Scottish Government to introduce a new set of food security questions in the Family Resources Survey starting from April 2019. The Government also supports the 2008 Declaration of Istanbul on Organ Trafficking and Transplant Tourism, which encourages all countries to draw up legal and professional frameworks to govern organ donation and transplantation activities.</p><p>When the UK signed the convention, it did so on the basis that it reserved the right not to apply the jurisdiction rules laid down in paragraph 1.d and e of Article 10 of the convention. answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>The site adjacent to Newyears Green Bourne (between Harvil Road and Harefield No.2 Lake) where High Speed 2 (HS2) is to be constructed is not designated as ‘Contaminated Land’ under the Environmental Protection Act 1991 (EPA). However, the Newyears Green Lane landfill site, located 400 metres to the North East of the site adjacent to Newyears Green Bourne is ‘Contaminated Land’.</p><p> </p><p>HS2 have reviewed the potential for contamination to be present on the site adjacent to Newyears Green Bourne by referring to historic mapping, a site walkover and the sampling of groundwater. This investigation has not highlighted any previous activities likely to have caused contamination of the ground or the presence of any contamination attributable to activities on the site.</p><p> </p><p>HS2 contractors are currently assessing risks associated with test piling at this site as part of an application for approval under Schedule 33 of the High Speed Rail (London – West Midlands) Act 2017. answer	answer is ministerial correction date of answer 01/08/2019 answer text <p>The Environment Agency (EA) risk-manages the spread of contaminants into the mid-Chiltern groundwater body using the CLR11/Land Contamination Risk Management framework, and the EA’s approach to groundwater protection. The EA agree voluntary remediation statements with relevant parties, and/or serve mandatory remediation notices under Part 2A of the Environmental Protection Act 1990 (EPA).</p><p>The EPA also gives the EA the power to enforce and control emissions to groundwater which is part of the Water Framework Directive’s Thames River Basin Management Plan. The plan provides a detailed explanation of the management of both waste water, and pollution from towns, cities and transport. Measures include, but are not limited to:</p><ul><li><p>The EA issues environmental permits to protect the environment from pollutants.</p></li><li><p>They work with the water industry to develop a long-term strategy for sewerage to prevent deterioration of permitted discharges.</p></li><li><p>The EA and the Health and Safety Inspectorate enforce restrictions and bans on the use of certain chemicals.</p></li><li><p>Local Government considers the impact on water quality in all aspects of planning and development.</p></li><li><p>The EA uses anti-pollution works powers under the Water Resources Act 1991 to prevent or clean up small scale pollution, e.g. repairing misconnections.</p></li><li><p>Industry, manufacturing and other business comply with existing regulations, e.g. Environmental Permitting (England and Wales) Regulations 2010 to make sure that chemicals are properly managed and surface water drainage is properly used and maintained.</p></li><li><p>The EA and Highways England apply the memorandum of understanding agreement covering the strategic road network and remediation of high risk outfalls.</p></li><li><p>The EA and Network Rail operate under the terms of a memorandum of understanding covering contaminated land, water discharge and use of pesticides.</p></li><li><p>The EA and the water industry investigate and deal with misconnections, for example, through the National Misconnections Strategy group and in accordance with Defra’s diffuse urban action plan.</p></li><li><p>Local Government works with industry, manufacturing and other business (Local Enterprise Partnerships), and non-governmental organisations (catchment partnerships and Local Nature Partnerships) to develop joint improvement programmes.</p></li></ul><p> </p><p> </p> answering member printed Lord Gardiner of Kimble question first answered 01/08/2019 13:02:30 answering member 4161 label Biography information for Lord Gardiner of Kimble
