answer text <p>There were more than 3000 responses to the call for evidence which are still being considered. Many dedicated families are doing a very good job educating their children at home, taking on heavy responsibilities in doing so.</p><p>We are concerned, however, that overall numbers of children said to be being educated at home are rising, the reasons for which are complex. We need to help local authorities deal effectively with children who are not in school. We will publish the Government’s response soon.</p> more like this

answer text <p>Parents have a duty to ensure their child of compulsory school age, who is registered at school, attends regularly.</p><p>We have not formally assessed the impact of penalty notices but comparable data shows overall absence rates have remained fairly stable across recent years, following a downward trend since 2006/07 (4.7% in 2016/17, compared to 6.5% in 2006/07).</p> more like this

Friend, the Secretary of State meets Her Majesty's Treasury Ministers regularly to discuss matters of shared interest, including funding for schools.</p><p>The Department provides additional support aimed at rural schools. For example, the sparsity factor in the National Funding Formula allocates £25 million specifically to schools that are both small and remote.</p> more like this

answer text <p>By 2020 this government will be spending £6 billion on supporting families with childcare. All 3 and 4 year olds, and the most disadvantaged 2 year olds, can access 15 hours a week of early education. From September 2017, this government doubled the childcare entitlement for working parents of 3 and 4 year olds to 30 hours a week.</p><p> </p><p>We recognise that parents’ working patterns vary significantly and want to ensure that the free entitlements deliver childcare to meet their needs, as well as being high quality early education to support the development needs of children. We are also encouraging partnerships between providers to support flexible provision.</p><p> </p><p>In particular, we want 30 hours to continue to build on the flexible provision that we were already seeing across the country with the universal 15 hours. All the free entitlements can be “stretched” by taking fewer hours per week over up to 52 weeks of the year to cover term-time and the school holidays, for example 23 hours for 48 weeks of the year, and free places can be delivered at weekends.</p>

answer text <p>Investigating authorities have access to a broad range of investigative tools and financial intelligence which can be easily shared between relevant agencies. Since 2015, investigators may also share and obtain information from other Law Enforcement Authorities (LEAs) and financial institutions through the Joint Money Laundering Intelligence Task Force, a public-private collaboration.</p><p>The UK’s capacity for undertaking terrorist financing investigations was extended by the Criminal Finances Act 2017 which now permits the financial investigation powers in the Terrorism Act 2000 to be exercised by civilian accredited financial investigators employed by LEAs and allows for these orders to be recognised across different UK jurisdictions.</p><p>The international Financial Action Task Force, in their December 2018 report on the UK’s measures to combat money laundering and terrorist financing, concluded that ‘the UK has been highly effective in investigating, prosecuting and convicting a range of terrorist financing activity’.</p>

answer text <p>The sharing of information on suspicions of money laundering and terrorist financing within a group is permitted under the Proceeds of Crime Act 2002.</p><p><br>In the Criminal Finances Act 2017 the Government introduced provisions that will allow certain regulated sector entities to share information between themselves, and with the NCA, where there is a suspicion of money laundering and terrorist financing. Enabling firm-to-firm information sharing through a legal gateway encourages the reporting sector to share information to detect and prevent money laundering and terrorist financing.</p> more like this

Its immediate priorities include joint working across a broad range of areas from prisons, intelligence, firearms through to borders.</p>

answer text <p>We are aware of reports that allege that organ harvesting may be taking place in China, including suggestions that minority and religious groups are being specifically targeted.</p><p>We consider the Kilgour, Gutmann and Matas report to be important sources of information about China’s organ transplant system. These reports rightly question the lack of transparency in China’s organ transplant system, whilst acknowledging that it is very difficult to identify the source of those organs and verify the number of organ transplants conducted in China.</p><p>However, as the Minister for Europe and the Americas said in a Westminster Hall debate in October 2016: “Although I do not doubt the need to maintain close scrutiny of organ transplant practices in China, we believe that the evidence base is not sufficiently strong to substantiate claims about the systematic harvesting of organs from minority groups. Indeed, based on all the evidence available to us, we cannot conclude that this practice of “organ harvesting” is definitely happening in China.”</p><p>The World Health Organisation (WHO) collates global data on organ donations and works with China. The WHO view is that China is implementing an ethical, voluntary organ transplant system in accordance with international standards, although the WHO does have concerns about overall transparency.</p><p>The British Government is aware of the technique to plastinate human bodies exported from China for exhibition and for medical research. We have not made inquiries with the Chinese government or Dalian Hoffen Bio-Technique Co. Ltd on this matter, but continue to monitor media coverage.</p><p>We will continue to review any new evidence that is presented to us.</p>
