answer	answer is ministerial correction date of answer 11/07/2017 answer text <p>The financial arrangements for the Scotland Act 2016 are set out in the Fiscal Framework Agreement agreed between the UK and Scottish Governments during the passage of the Scotland Bill. A copy of the Fiscal Framework was placed in the library of the House on the 25 February 2016.</p><p> </p><p>The Fiscal Framework sets out the timeframe for introduction of the new financial arrangements. The transfer of these significant financial powers to the Scottish Parliament is already underway and a number of the associated powers have already been fully implemented, these include:</p><p> </p><ul><li>The full devolution of income tax rates and bands and thresholds for non-savings and non-dividend income which was delivered in<strong> April 2017</strong>;</li><li>Revenues from courts and tribunals in Scotland are now retained by the Scottish Government as of <strong>April 2017</strong>;</li><li>Enhanced borrowing powers came into force for the <strong>2017-2018 financial year.</strong></li></ul><p> </p><p>The remaining aspects of the Fiscal Framework will be taken forward in line with the timetable set out in the Fiscal Framework Agreement.</p><p><strong> </strong></p> answering member constituency Dumfriesshire, Clydesdale and Tweeddale answering member printed David Mundell question first answered 11/07/2017 11:25:11 answering member 1512 label Biography information for David Mundell

answer	answer is ministerial correction date of answer 10/07/2017 answer text <p>There is provision in place for the Permanent Secretary of the Northern Ireland Department of Finance to allocate cash, under s59 of the Northern Ireland Act 1998, to maintain public services. That system remains in place as it has done since April.</p><p> </p><p>In April, I set out in a Written Ministerial Statement an indicative Budget position, based on advice from the Head of the Northern Ireland Civil Service (NICS) in conjunction with the NICS Board. This sought to give clarity to NI Departments as to the basis for departmental allocations in the absence of an Executive. answer	answer is ministerial correction date of answer 18/07/2017 answer text <p>The information requested could be provided only at disproportionate cost as central records are not kept for all aspects of the management of prisoners sentenced to an indeterminate sentence of Imprisonment for Public Protection (IPP).</p><p> </p><p>HM Prison and Probation Service (HMPPS) and the Parole Board will continue to work together to improve the progression of IPP prisoners. This group continue to achieve release in high numbers, with 576 first time IPP releases in 2016, the highest figure since the sentence was introduced.</p><p> </p><p>HMPPS will continue to invest in interventions to assist prisoners to both reduce their risk and demonstrate such progression to the Parole Board. However, it is important to remember that it is not mandatory for IPPs to complete accredited offending behaviour programmes in order to achieve release.
