The autumn 2016 number of rough sleepers counted and estimated in a single night snapshot in England was 4,134. In England, 59,090 households were accepted as statutorily homeless and in priority need in 2016/17. 77,240 households were in temporary accommodation at the end of March 2017 in England. There were 214,476 successful cases of homelessness prevention or relief outside the statutory homelessness framework in 2016/17 in England.</p><p>These are also published at a local authority level, including the ten Greater Manchester authorities. The missions supported by British forces in Somalia and South Sudan have a strong focus on the protection of civilians. The important enabling functions carried out by British medics and military engineers on the ground will assist these missions to fulfil this vital task.</p><p>As a member of the UN Security Council, the UK has a key role in setting the mandates for peacekeeping missions. Working alongside our partners, we seek to ensure that all missions are mandated to protect civilians where relevant. All new UN peacekeeping missions since 1999 have had a protection of civilians element in their mandate, and for some it is the primary goal. The UK has also been a champion of the use of 'phased mandates' which prioritise the delivery of certain tasks, such as protection of civilians. It was a major peacekeeping conference, which secured 30 new pledges of troops and equipment, including for rapid response, and a reform-focused communiqué signed by 63 countries. We will not tolerate a practice that can cause extreme and lifelong physical and psychological suffering to women and girls. That is why our work to end this practice is an integral part of the cross-Government Violence Against Women and Girls (VAWG) Strategy, which is backed by increased funding of £100M.</p><p>We have significantly strengthened the law, including introducing a new offence of failing to protect a girl from FGM, lifelong anonymity for victims, and a mandatory reporting duty requiring specified professionals to report known cases in under 18s to the police. We have also introduced FGM Protection Orders to protect women and girls at the earliest opportunity. These are already being used to good effect - since their introduction in July 2015, over 100 orders have been made.</p><p> </p><p>Raising awareness amongst frontline professionals is essential. That is why in April 2016 we published multi-agency guidance on FGM, which is statutory for the first time, and have developed free e-learning which has been completed by over 100,000 individuals to date. The Home Office’s FGM Unit is carrying out awareness raising outreach across the UK. These tools are helping increase awareness, encourage good practice, and support training.</p><p> </p><p>Significant work is under way to improve the response from health and social care professionals. The Department of Health, in partnership with the NHS, is leading a £4m national FGM Prevention Programme, and as part of the Department for Education’s £200m Children’s Social Care Innovation Programme a range of projects have been funded. In 2015, the GEO funded the PSHE Association to develop key standards on teaching about body image in schools, and this resource has been used and valued by many teachers. It has been updated and is still available on the PSHE Association website.</p><p>The GEO also funded Media Smart, the advertising industry’s educational charity, to develop film-based resources for pupils in Key Stage 2 on the issue of body image in advertising. This resource was launched in 2016 and continues to be used and valued within schools.</p><p>The GEO has also addressed concerns about the very low weight of some fashion models. The previous Minister for Women and Equalities, Caroline Dinenage, hosted a roundtable for fashion models to hear their experience and concerns, and met with the British Fashion Council (BFC) to discuss what could be done to support models’ health and wellbeing. As a consequence, the BFC developed improved advice for models and agencies which is available on its website. It is independently regulated in accordance with legislative requirements by the Office for Nuclear Regulation (ONR) and, where exempt, by the Ministry of Defence's (MOD) independent nuclear regulator, the Defence Nuclear Safety Regulator (DNSR). All events, incidents and near misses are recorded across the full spectrum of International Atomic Energy Agency Nuclear Event Scale ratings. Each nuclear licensed and authorised site is required to maintain records and demonstrate learning as part of the routine regulatory engagement process.</p><p> </p><p>The MOD also has Ministerial Reporting Criteria for nuclear events which align with those used by the civil sector. As well as Defence Ministers, the reporting criteria requires the MOD to inform, as appropriate, the ONR, the Environment Agency and the Scottish Environment Protection Agency. In addition, any events are routinely discussed with established Local Liaison Committees. I can reassure the noble Baroness that MOD nuclear programme activities are demonstrably well within accepted civil nuclear safety standards. I can confirm that since 2000 events and incidents have not challenged these standards and that the health of the public, the environment, and our workers remain safe. The response was in relation to radiological incidents at the Atomic Weapons Establishment (AWE), none of which have ever posed any risk to the health of the public or the environment. The incidents raised by the noble Baroness did occur; a small number of residents were evacuated in 2010 as a precautionary measure due to a fire in a non-nuclear area. I can confirm that in none of the incidents cited was it assessed that there was any radiological risk to the public.</p><p>The risk of any of these incidents recurring has been greatly reduced due to subsequent improvements to the infrastructure at AWE.</p><p>Activity at AWE sites is governed by a number of permits, authorisations, licences and consents for managing waste and discharges to the environment. These responses are currently being considered and we hope to announce a response to this consultation later this year.</p><p> </p><p>An initial impact assessment was prepared which assessed that there were about 192,000 pre-1960 registered vehicles which are currently exempt from the MOT requirement. The preferred option identified in the consultation exempted an estimated further 278,000 vehicles. However, the Royal Navy Fishery Protection Squadron comprises of 3 offshore patrol vessels of which one is currently tasked to meet the contractual commitment to the Marine Management Organisation (MMO) for the purposes of fisheries enforcement in England.</p><p> </p><p>The number of RN Offshore Patrol Vessels reflects the adoption of a risk based, intelligence led operational model that enables targeted enforcement interventions in the right place at the right time. The requirement for all vessels over 12 metres in length to be fitted with the satellite tracking devices (Vessel Monitoring System) gives a real time picture of where fishing activity is happening enabling the efficient employment of patrol vessels. This information is monitored at the MMO control room in Newcastle.</p><p> </p><p>In addition, when the RN Offshore Patrol Vessels are at sea but conducting other tasks they are still able to provide a presence which has a deterrent effect. This is supplemented by joint working with other agencies such as Inshore Fisheries Conservation Authorities (IFCAs), UK Border Force (UKBF) and the Police to ensure effective and timely intervention where illegal activity is suspected.
