HMRC review every complaint that is referred to them by the Pay and Work Rights Helpline. In addition, by collating and analysing data received from various sources, HMRC ensure targeted enforcement through robust risk assessment processes to identify employers across the United Kingdom who are more likely to be not paying NMW.</p><p> </p><p>The majority of employers identified as paying below National Minimum Wage will pay arrears on receipt of a formal Notice of Underpayment. Where they don’t, we will pursue recovery through the civil courts.</p><p> </p><p>For deliberate non-compliance or obstructive behaviour, we investigate at a criminal level. This could include employers who abscond.</p><p> </p><p>The statistics requested on absconded employers are not available, and HMRC does not routinely collect statistics on falsification and obstruction of investigation.</p><p> </p><p> </p><p>Of those employers prosecuted within the last five financial years, there were no incidences of previous underpayment of the National Minimum Wage. This regime is not run or approved by government.</p><p> </p><p> </p><p> </p><p>The collecting societies ‘PRS for Music’ and ‘Phonographic Performance Limited’ (PPL), which represent copyright owners in the music sector, enforce their licensing requirements themselves. Government has also taken steps to strengthen protection for intellectual property in the UK.</p><p>In 2012 a specific organisation was set up to promote life sciences to international companies: the Life Sciences Investment Organisation (now reformed as the Life Sciences Organisation (LSO), with responsibility also for UK trade promotion). We are clear that management of the offenders who pose the highest risk of serious harm should remain with the public sector. The new National Probation Service is responsible for the direct management of those offenders who pose the highest risk of serious harm to the public and who have committed the most serious offences. This includes sex offenders and Multi Agency Public Protection Arrangements (MAPPA) cases. Offenders who are deemed to pose a medium and low risk are being managed by a Community Rehabilitation Company.</p><p> </p><p>Every offender will be risk assessed prior to allocation to any probation provider and also upon leaving prison; this will be reviewed when there are indicators that their risk of serious harm to the public has increased to high.</p><p><strong> </strong></p><p>The Ministry of Justice publishes proven re-offending rates for adult and juvenile offenders on a quarterly basis. However, these rates cannot be provided for those offenders classified as very high risk or high risk as the information held centrally does not currently hold an assessment of risk.
