answer text <p>The Department for Business, Innovation and Skills is responsible for a wide range of EU business, including measures relating to the Single Market; consumer protection; labour markets; research, innovation and higher education; trade; and state aid.</p><p>The Department provides Explanatory Memoranda to Parliament on any proposals from the Commission, including those which would be negotiated in Council in accordance with the terms of reference of the parliamentary EU scrutiny committees.
