answer text <p>As part of the recent update of the Department’s Road Safety Statement, published on 19 July 2019, we committed to ensuring motorcyclists have the necessary skills in order to stay safe on the road.</p><p> </p><p>The Department’s guidance issued on 12 May refers to “Private cars and other vehicles” as an alternative to using public transport and encourages the public to “consider all other forms of transport before using public transport”. This would include private vehicles such as motorcycles and mopeds where the journey to be made is appropriate.</p> more like this

answer text <p>The lessons identified from Exercise Cygnus continue to be considered by the Government and a range of stakeholders, including expert advisory groups and local emergency planners.</p><p>Working across Government and with stakeholders, the lessons from Exercise Cygnus and advice received since have informed our preparedness. Since Exercise Cygnus, health sector plans to surge and flex National Health Service systems and resources (including critical care) beyond normal operations have been strengthened and stockpiles of personal protective equipment specifically for an influenza pandemic have been kept under review.</p> more like this

answer text <p>The main route for COVID-19 spread is via respiratory droplets produced when an infected person coughs, sneezes or speaks. COVID-19 may spread directly person-to-person or indirectly via droplet contamination of surfaces.</p><p>At the beginning of the COVID-19 outbreak, Public Health England (PHE) adopted a more precautionary approach than the World Health Organization’s (WHO’s) recommendation of maintaining a one metre distance between individuals. This included PHE publishing guidance on social distancing stating that people should maintain a distance of at least two metres, which is also advised by several other countries such as Canada and South Korea.</p><p>These precautionary measures were informed by the available evidence from a study on respiratory droplet characteristics and dispersion. This study estimated that droplets exhaled by coughing could have a potential range exceeding one metre; greater than the WHO’s recommended social distancing. Additionally, the study concluded that there was no difference in the dispersal of respiratory droplets between indoor and outdoor environments, and so PHE’s recommendations on social distancing remains the same for these environments. answer text <p>The Personal Protective Equipment (PPE) Portal was rolled out nationally to general practitioners, small residential social care providers (24 beds or fewer) and small domiciliary care providers (99 clients or fewer). Over 21,000 providers throughout England have been invited to register and order through the PPE Portal, delivering more than 15 million items of PPE. The PPE Portal acts as an emergency top-up route for providers that cannot obtain sufficient PPE through their usual wholesaler routes.</p><p>In addition, we have authorised the release of over 143 million items of PPE to local resilience forums to help them respond to urgent local spikes in need across the adult social care system and other frontline services, where providers are unable to access PPE through their usual, or dedicated wholesaler routes.</p> more like this

answer text <p>The Government is providing funding for Local Authorities to support small businesses that benefit from small business rates relief (SBRR), rural rate relief (RRR) and tapered relief. This will provide a one-off grant of £10,000 per property in receipt of these reliefs, to help meet their continuing business costs. There is no restriction on the type of small business which may be eligible.</p><p> </p><p>In addition to these grants, small businesses may also be able to benefit from the new Discretionary Grant Fund announced by the Government on 1 May. The Government has provided up to an additional £617m for Local Authorities in England to enable them to make grants payments to businesses which are facing high fixed property-related costs, but have been excluded from the existing grants schemes because of the way they are treated by the business rates system. Local Authorities are responsible for defining precise eligibility for these funds, and businesses will need to apply to their Local Authority in order to receive grants. Businesses which think they may be eligible for a discretionary grant should contact their Local Authority.</p><p> </p><p>Businesses not eligible for grant funding have access to other support measures which the Government has introduced, including:</p><p> </p><ul><li>The Coronavirus Business Interruption Loan Scheme (CBILS)</li><li>The Coronavirus Job Retention Scheme (CJRS)</li><li>The Bounce Back Loan Scheme for SMEs</li><li>VAT deferral for up to 12 months</li><li>The Time To Pay scheme, through which businesses and self-employed individuals in financial distress, and with outstanding tax liabilities, can receive support with their tax affairs</li><li>Protection for commercial leaseholders against automatic forfeiture for non-payment until 30 June 2020</li></ul><p> </p><p>The Business Support website provides further information about how businesses can access the support that has been made available, who is eligible, when the schemes open and how to apply: <a href="https://www.businesssupport.gov.uk/coronavirus-business-support" target="_blank">https://www.businesssupport.gov.uk/coronavirus-business-support</a>.</p>

answer text <p>The Government is working with local authorities to explore ways in which household waste recycling centres (HWRCs) that have been closed might be re-opened and we expect to publish further guidance on this shortly. The guidance will clarify the circumstances under which a trip to the HWRC might be justified.</p><p> </p><p>Police enforcement does not apply in circumstances where travel is classified as reasonable or necessary. answer text <p>Garden centres are being asked to close along with many other retail premises to minimise the spread of the coronavirus. The Government has set up five tests that must be met before the lockdown measures can be lifted. These consider NHS capacity, death rates, transmission rates, availability of PPE, and avoidance of a second peak of the virus.</p><p>It is positive to see the emerging thoughts on how businesses such as garden centres can reopen safely – we will need to continue to work together on how easing measures could work when it is the right time to do so. Online retail is still open and encouraged, and postal and delivery services will continue to run.</p> more like this
