If special items or expenses are applied, an additional amount may be charged in some areas. Special items or expenses include parish precepts and the cost of meeting levies.</p> more like this

answer text <p>The Adult Social Care Support Grant is a one-off grant available only in 2017-18. However next year councils will also be able to raise the adult social care precept earlier - by up to 3%, and 3% the year after (2018/19), but by no more than 6% over the next three years. This could raise £200m in additional funding for adult social care in 2017-18 and over £400m in 2018-19. Councils will also be benefitting from the increased funding for the Better Care Fund, £105m in 2017-18, £825m in 2018-19 and £1.5bn in 2019-20. answer text <p>The Immigration Act 2016 introduced a range of further measures to deter people from working illegally in the UK and to respond robustly to rogue businesses who employ them, alongside the sanction of civil penalties. Illegal workers will face the prospect of having their earnings seized as the proceeds of crime as a consequence of illegal working being made a criminal offence. Provisions in the Act make it easier to prosecute an employer who knows, or has reasonable cause to believe, that the person they employ has no permission to work in the UK and this is accompanied by an increase in the maximum custodial sentence from 2 to 5 years. Rogue employers could also have their businesses closed if they continue to flout the law, and licences in the private hire vehicle and taxi sector and alcohol and late night refreshment sector will be subject to immigration checks and continuing compliance with immigration laws.</p><p>It would not be a proportionate response to name and prosecute every employer who employs an illegal worker. For example, they may have accepted a forged immigration document where the forged element was not reasonably apparent or simply failed to check the right to work document correctly. We will, accordingly, continue to name employers who have not paid or are not making regular payments towards a civil penalty or have been served with a second or further penalty, and apply the civil penalty of up to £20,000 per illegal worker employed as a sanction in most routine cases involving the employment of illegal workers. However, in more serious cases, prosecution may be considered when it is the appropriate response to non compliance and in the public interest.</p>

answer text <p>The power to create new benefits in devolved areas and the power to top up benefits in reserved areas were commenced on 5 September 2016, enabling the Scottish Parliament to legislate on these matters. I look forward to hearing how the Scottish Government intend to use these substantial new powers.</p><p> </p><p>As I referenced in the response to my hon Friend’s previous question, the UK Government has agreed to consider an approach to splitting competence at the request of Scottish Government Ministers. The Joint Ministerial Working Group on Welfare will meet again early in the new year to discuss progress. The UK Government will continue to work with the Scottish Government to achieve a safe and secure transfer of powers, with those people affected by the changes at the heart of all considerations.</p><p> </p> more like this
