answer	answer is ministerial correction date of answer 23/05/2024 answer text <p>This government is committed to ensuring that students in post-16 education have access to a high quality suite of qualifications that are easy to choose from and that provide the best chances for progression into higher study, or into a skilled job. The department firmly believes that A levels and T Levels are the best route at Level 3 to achieving those outcomes, supported by a range of Alternative Academic Qualifications and Technical Occupational Qualifications that are necessary, high quality and have a clear purpose.</p><p> </p><p>The scale and complexity of the qualifications landscape means it is hard for students to make good choices about what they study. The qualifications currently funded do not consistently offer good progression outcomes and the department’s reforms are designed to fix this problem. The department’s new technical qualifications are based on the Institute for Apprenticeships And Technical Education’s employer led occupational standards, which means that young people can be confident they are studying the skills, knowledge and behaviours that employers need.</p><p> </p><p>An impact assessment was undertaken to consider the post-16 reforms at Level 3 as a whole. More information can be found in the ‘Participation in education, training and employment age 16 to 18’ publication on GOV.UK.</p><p> </p><p>The department does not publish estimates for the number of students that will begin a T Level or T Level Foundation year (TLFY) in each academic year. Over 30,000 students have started a T Level since 2020, and over 16,000 students have started on the TLFY over the first four years. These were sent in error, and customers who were expecting to file online should continue to do so. The most recent monthly publication was released on the 22 January 2024 and covers candidates that have applied to ITT courses up to this date. answer	answer is ministerial correction date of answer 18/01/2024 answer text <p>The department publishes statistics annually that detail the number of pupils eligible for free school meals (FSM). The latest data show that over 2 million pupils are eligible to receive this entitlement, which is 23.8% of all pupils. This is an increase from 1.1 million eligible pupils in 2018, when extensive transitional protections were first introduced. This has ensured that children in receipt of FSM will not lose access to this entitlement, even if their household’s financial circumstances improve.</p><p>In addition, this government has extended eligibility for free school meals several times and to more groups of children than any other government over the past half a century, most notably through the introduction of universal infant free school meals (UIFSM) in 2014. The result of this is that over a third of pupils in England now receive FSM, compared with just one in six in 2010.</p><p>Data on the number of pupils eligible for FSM are based on information provided by schools in their census returns. This does not distinguish pupils who are only eligible as a result of protections, and no longer meet the eligibility criteria for FSM. The department monitors this information but does not have plans to make a formal estimate of the number of pupils who are eligible for FSM under transitional protections only.</p><p>Further to this, the department has always been clear that a child is only eligible for FSM if their family meets the eligibility criteria at the point of applying for FSM. The result may be that in some cases for children in the same household, some may be eligible for FSM whilst others are not. The Department will legislate for these at a future suitable opportunity, to support Local Authorities to undertake their existing duties to ensure that all children receive a suitable education and are safe, regardless of where they are educated.</p><p>Since 2016, the Department and Ofsted have worked successfully with the Crown Prosecution Services to secure criminal convictions against those responsible for five settings that were operating illegally as schools. The Government has recognised the need to improve powers to investigate and act against such settings. However, decisions about investment have to be made over a vast range of significant infrastructure projects across government. The Department regularly speaks to HM Treasury about investment in the education estate. It would be inappropriate to disclose the details requested of the sensitive negotiations between HM Treasury and the Department. It would only show part of the picture on a complex decision-making process that takes place between multiple departments, ministers, officials, and other individuals, and would not reflect that such a process has to look across the board at priorities.
