They are then placed within a local authority for two years’ hands-on experience, the first thirteen months of which they work in student units led by a consultant social worker.</p><p> </p><p>During this period, Frontline participants are students and therefore not qualified social workers. As a result Frontline participants are not allocated an individual case load; the cases are allocated to the consultant social worker and students co-work the cases as appropriate. answer	answer is ministerial correction date of answer 22/01/2015 answer text <p /> <p>The one year proven re-offending rate for offenders convicted of sexual offences against children for the 2012 period (the latest data available) was 8.5%.</p><p> </p><p>A proven re-offence is defined as any offence committed in a one year follow-up period and receiving a court conviction, caution, reprimand or warning in the one year follow-up. answer	answer is ministerial correction date of answer 11/09/2014 answer text <p>The Improving Permanence for Looked-after Children consultation included proposals to amend the processes local authorities must undertake when children return home from care.</p><p>Any reforms must strike the right balance between clarity in the statutory framework and professional judgement on the part of social workers and local authorities in meeting the needs of children. Some respondents questioned how these proposals would fit with existing statutory guidance in Working Together to Safeguard Children 2013. The Government is grateful for these comments and is looking again at some of the proposals. Since this date the Department for Education has continued to work closely with key stakeholders to explore the complex issues put forward within the consultation. These include fundamental changes to the statutory framework and we want to ensure widespread support before we publish final proposals. The Department has continued to work with our expert group which includes: foster carers, representatives from NSPCC, Family Rights Group, Who Cares? Trust, NCB Fostering Network, BAAF, NAFP, Association of Directors of Children's Services, and leading academics in the field. The transitional protection arrangements for the firefighters' pension schemes are set out in the Proposed Final Agreement which was published in May 2012. The transitional protections use age to calculate a member's entitlement to protection. More firefighters are protected from changes than any other large public service workforce.</p><p>There has been recent correspondence with the Fire Brigades Union on the scope and timing of discussions on this issue.
