answer text <p>Participants on the Frontline programme attend an intensive summer institute at the beginning of the course. They are then placed within a local authority for two years’ hands-on experience, the first thirteen months of which they work in student units led by a consultant social worker.</p><p> </p><p>During this period, Frontline participants are students and therefore not qualified social workers. As a result Frontline participants are not allocated an individual case load; the cases are allocated to the consultant social worker and students co-work the cases as appropriate. Following qualification at the end of the first year, Frontline participants are employed by the local authority, which decides caseloads for newly qualified social workers according to their local needs.</p><p> </p><p>The Department is monitoring the success of the pilot as it develops to see if this concept could be applied more widely.</p><p> </p> more like this

answer text <p /> <p>The one year proven re-offending rate for offenders convicted of sexual offences against children for the 2012 period (the latest data available) was 8.5%.</p><p> </p><p>A proven re-offence is defined as any offence committed in a one year follow-up period and receiving a court conviction, caution, reprimand or warning in the one year follow-up. Following this one year period, a further six month waiting period is allowed for cases to progress through the courts.</p><p> </p><p>The National Offender Management Service (NOMS) has established a Sex Offender Management Board to coordinate the better management of sex offenders across the system, including the provision of treatment programmes in custody.</p><p> </p><p>All high risk sex offenders and Multi Agency Public Protection Arrangements (MAPPA) cases will be managed by the public sector National Probation Service (NPS).</p> more like this

answer text <p>In 2013-14, the United Kingdom claimed £40.4 million from European Economic Area (EEA) member states for having provided National Health Service treatment to those visitors who are insured under European Social Security Regulations, evidenced by presenting a valid European Health Insurance Card or having been referred for pre-planned treatment with an ‘S2’ referral.</p><p> </p><p> </p><p> </p><p>EEA nationals who are ordinarily resident in the UK, i.e. living here on a properly settled basis for the time being, even if not permanently, are entitled to free NHS treatment without charge.</p><p> </p><p> </p><p> </p><p>The Health and Social Care Information Centre’s hospital episode statistics do not contain information about the patient’s residency, nationality or migration status; therefore it is not possible to provide the cost to the NHS of providing treatment to non-permanent residents in the UK who have EEA nationality.</p><p> </p><p> </p><p> </p><p>Under the terms of the reciprocal healthcare agreements that the UK has with certain non-EEA countries, neither the UK, nor the respective other country, recovers costs for the provision of treatment to visitors between those countries.</p><p> </p>

answer text <p>The Improving Permanence for Looked-after Children consultation included proposals to amend the processes local authorities must undertake when children return home from care.</p><p>Any reforms must strike the right balance between clarity in the statutory framework and professional judgement on the part of social workers and local authorities in meeting the needs of children. Some respondents questioned how these proposals would fit with existing statutory guidance in Working Together to Safeguard Children 2013. The Government is grateful for these comments and is looking again at some of the proposals. Department for Education officials have convened a meeting of the relevant Expert Group on 9 September to discuss these issues.</p> more like this

answer text <p>The Government's Improving Permanence for looked after children consultation closed on 29 November 2013. Since this date the Department for Education has continued to work closely with key stakeholders to explore the complex issues put forward within the consultation. These include fundamental changes to the statutory framework and we want to ensure widespread support before we publish final proposals. The Department has continued to work with our expert group which includes: foster carers, representatives from NSPCC, Family Rights Group, Who Cares? Trust, NCB Fostering Network, BAAF, NAFP, Association of Directors of Children's Services, and leading academics in the field. answer text <p> </p><p>The Government is reforming all public service pension schemes to ensure that they remain fair to workers and sustainable for taxpayers. The transitional protection arrangements for the firefighters' pension schemes are set out in the Proposed Final Agreement which was published in May 2012. The transitional protections use age to calculate a member's entitlement to protection. More firefighters are protected from changes than any other large public service workforce.</p><p>There has been recent correspondence with the Fire Brigades Union on the scope and timing of discussions on this issue.
